About The Position

The San Francisco-Marin Food Bank is seeking a skilled professional to join their programs team as the Program Manager, Food is Medicine. This role is crucial for leading the strategy, development, and execution of the food bank's expanding food is medicine programming, including CalAIM, in San Francisco and Marin. The position involves leveraging partnerships to increase the reach of FIM programs, overseeing all program workstreams from outreach to reimbursement, and ensuring compliance with HIPAA and relevant laws. This role also contributes to earned revenue and establishes the organization as a business partner to managed care and healthcare entities. The position is currently funded for two years. The San Francisco-Marin Food Bank's mission is to end hunger in San Francisco and Marin counties, envisioning a community free of the root causes of hunger where everyone has access to nutritious food and support. They work with over 250 community partners to address hunger through neighborhood food pantries, CalFresh enrollment, home-delivered groceries, and policy/advocacy efforts, serving 42,000 households weekly with nearly 70% of distributed food being fresh produce.

Requirements

  • 3+ years of relevant experience in public health, healthcare, public administration, public policy, or a healthcare-related area of expertise.
  • Fluency in English, receive a level 10 score on the verbal assessment.
  • Strong computer literacy and ability to quickly learn new computer software with training.
  • Passing score on Excel assessment required.
  • Ability to adhere to all agency policies, rules, regulations, and procedures, including standard operating, safety and emergency procedures.
  • Basic reading and strong math (counting) skills.
  • Willingness to maintain a positive, solution-oriented attitude in a fast-paced environment.
  • Ability to work and interact well with individuals (staff, volunteers, and participants) from a variety of socioeconomic backgrounds in a culturally diverse environment.
  • Strong conflict resolution and problem-solving skills.

Nice To Haves

  • Experience working in a managed care organization or directly with Medicare/Medicaid.
  • Knowledge of referral pathways, eligibility, billing, and workflows is a plus.
  • HIPAA compliance experience is strongly preferred.
  • Bilingual Cantonese/Spanish preferred, receive a level 9 score on verbal assessment.

Responsibilities

  • Develop and communicate vision for program growth and execute goals with adequate resources.
  • Manage program grants and funding, project programmatic and food budgets, and provide reporting to finance and leadership.
  • Lead the implementation of eligibility, billing, and reporting workflows, ensuring efficient documentation.
  • Minimize internal risk by protecting client confidentiality and meeting HIPAA obligations.
  • Develop appropriate medical administration knowledge to train staff on referrals, authorizations, claims, and billing.
  • Oversee program data, including operations, research, and evaluation plans.
  • Contribute to the development of evaluations in partnership with healthcare representatives and other stakeholders.
  • Establish and report on measurements regarding relationship-building with current and potential healthcare partners.
  • Build relationships with healthcare partners and advance collaboration opportunities.
  • Develop engagement plans, educational events, and trainings to ready network partners for participating in Food is Medicine and CalAIM services.
  • Represent the organization at external Food is Medicine events, convenings, and conferences.
  • Mentor, coach, and empower supervisees to achieve organizational objectives.
  • Develop, monitor, and achieve performance goals for supervisees.
  • Proactively communicate with departmental and food bank leadership regarding program progress, challenges, and resource needs.
  • Collaborate closely with Community Partnerships, Supply Chain, Data & Technology, and Finance departments to ensure efficient workstreams.
  • Leverage healthy, local, sustainable, and RDN-approved food for the program.
  • Create partnerships with healthcare organizations interested in building programs and tracking capacity.
  • Develop and implement effective partner and patient outreach plans.
  • Attend and contribute to provider meetings as needed.
  • Maintain knowledge of Nationwide 1115 Waivers, statewide CalAIM implementation and ILOS alternatives to provide education.
  • Work with the internal Marketing and Communications team to develop and implement branding and communications strategies for the CalAIM program.
  • Represent the organization in external media efforts, as needed.
  • Plan and facilitate regular internal and external meetings to provide updates and plan strategy.
