About The Position

Cal Poly is undergoing a significant transformation in its project delivery process, aiming to increase annual capital spending from $100M to $300M. This initiative focuses on collaborative processes, innovative contracts, and industry best practices to align with Cal Poly's top-rated Architecture and Construction Management programs. The Program Manager, reporting to the Executive Director of Facilities Planning and Capital Projects (FPCP), will lead and manage the administration of capital outlay projects. This role involves fostering partnerships and collaboration to execute work, making decisions regarding project development, delivery, funding, and client/consultant/contractor relations. The Program Manager will also coach and supervise project managers and support staff, direct activities, and manage operations and budgets. Key attributes for this position include strong leadership, technical expertise, and effective communication. The incumbent will champion departmental initiatives, including the strategic plan, operational goals, and staff development, acting as a critical liaison for the university to ensure timely project progression and maximize value to the academic mission.

Requirements

  • Bachelor's Degree in Architecture, Engineering, Construction Management or related field.
  • Eight years of progressively responsible experience in project management.
  • Possession of (or ability to obtain by date of hire) a valid Driver’s License.
  • Ability to obtain AHERA Inspector certification for asbestos related work and Cal/OSHA Lead training.
  • Ability to wear respiratory protection.
  • A Cal/OSHA mandated medical evaluation is required prior to the use of a respirator.
  • Satisfactory completion of a background check (including a criminal records check).
  • Must be authorized to work for any employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time.
  • Must comply with the California Child Abuse and Neglect Reporting Act as a condition of employment.
  • Must file a Statement of Economic Interest on an annual basis and complete training within 6 months of assuming office and every 2 years thereafter if the position is designated under California State University's Conflict of Interest Code.

Responsibilities

  • Provide overall leadership, operation, and management of project management administration for assigned capital outlay projects.
  • Act as a facilitator in building partnerships and fostering collaboration in a program-focused environment to execute work.
  • Support the program, including project development and delivery.
  • Manage project funding strategy and execution.
  • Collaborate with clients, design professionals, consultants, and contractors.
  • Coach and supervise a team(s) of project managers, technical and administrative support staff.
  • Direct activities and manage operations and budgets.
  • Champion initiatives within the FPCP department, such as the strategic plan, operational goals, and staff development.
  • Act on behalf of the university and the client to move projects forward in a timely manner and maximize value to the academic mission.
  • Collaborate with Executive Directors, FPCP, FMD, and AFD Senior Managers in establishing long and short-term goals and set department priorities that align with Cal Poly’s academic strategic plan and physical master plan.
  • Coordinate with Campus Planning and the Colleges, Auxiliaries, and other facility users on and off campus for determining the 5-year capital planning efforts.
  • Analyze benchmarks – evaluate past and current facilities data for improvements and new building programming.
  • Categorize identified requirements and prioritize actions such as system renewals, construction of new facilities, mandated projects such as those involving regulatory compliance or lease obligations, and donor-funded project(s).
  • Demonstrate programming scenarios and procurement methods to pinpoint risks, highlight financial consequences, and provide budget forecasts.
