About The Position

The Anti-Racism, Women and Gender Equity unit is responsible for leading the development, planning, and implementation of integrated corporate-equity frameworks at the City of Ottawa. The Program Manager will oversee the development and implementation of City-wide initiatives to promote equitable, inclusive, and sustainable service delivery for a diversity of residents. This role involves co-leading initiatives and strategies with equity-deserving groups, exercising cultural understanding to influence systemic and structural change in the organization and community. The position works within the organization, including with internal City departments and the community, to achieve racial and gender equity in municipal services, policies, and programs. The role is responsible for managing, evaluating, and improving Council and department-directed strategic programs, services, projects, partnerships, relationships, action plans, policies, guidelines, systems, processes, and procedures. This includes areas such as Anti-Racism, Women and Gender Equity, Diversity and Inclusion, Older Adults, Youth and other equity-seeking groups, equity-based social research and policy planning/analysis, disaggregated data strategies, environmental scans, community needs assessments, staff engagement, strategic planning, public engagement, stakeholder/partner outreach, community and internal partnership development, performance management, monitoring, evaluation, reporting, and innovative tools for knowledge exchange. Programs, services, projects, and activities include leading the development and implementation of an integrated corporate equity framework, developing and leading City-wide initiatives, demonstrating cultural understanding, identifying and addressing barriers, managing stakeholder relationships, developing and implementing Anti-Racism strategies, evaluating the Women and Gender Equity strategy, developing innovative tools for knowledge exchange, and supporting transformational strategies and initiatives related to Anti-Racism, Women and Gender Equity. The Program Manager is also responsible for managing the unit’s human (including contracted services) and financial resources, and stakeholder and partner relationships.

Requirements

  • Completion of a 4 year university degree in social work, social sciences, business or public administration or other related field.
  • Minimum of 3 years of related experience in the public service environment, including municipal or community-based services with lived experience in relation to equity deserving groups.
  • Minimum of 2 years in the management of human and financial resources.
  • Knowledge of the City of Ottawa’s organizational, governance and administrative structures.
  • Knowledge of legislation, regulations, policies, standards and guidelines relevant to the work.
  • Knowledge of trends and developments in advancing Anti-Racism, equity and inclusion work within a corporate environment.
  • Knowledge of business administration concepts, theories, principles and methodologies.
  • Knowledge of corporate policies, guidelines and practices.
  • Knowledge of the various Collective Agreements in place at the City of Ottawa.
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area.
  • Ability to exercise and demonstrate cultural understanding including a demonstrated understanding of intersectionality, namely how racism, gender, etc. intersects with other identities including gender identity, sex, religion, sexual orientation, ability/disability, family status, etc.
  • Understanding and knowledge of the negative impacts of colonialism, racism, oppression, and other forms of discrimination on specific individuals and communities.
  • Understanding of how racism and inequities have been mainstreamed within organizations.
  • Ability to apply racial and gender lens in decision making process.
  • Familiarity with applicable health and safety legislation, knowledge of any potential or actual danger to health or safety in the workplace, and knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
  • English oral, reading, writing.

Responsibilities

  • Oversee the development and implementation of City-wide initiatives on behalf of the service area and department to promote equitable, inclusive and sustainable service delivery for a diversity of residents.
  • Co-lead initiatives and strategies with equity-deserving groups by exercising cultural understanding to influence systemic and structural change in the organization and community.

  • Conduct equity-based social research and policy planning/analysis.
  • Develop and implement disaggregated data strategies.
  • Perform environmental scans, data gathering and analysis.
  • Conduct community needs assessments to identify service gaps and barriers.
  • Engage staff to identify systemic and structural issues.
  • Provide strategic planning and leadership to address service gaps and barriers.
  • Manage public engagement, events and facilitation.
  • Manage stakeholder/partner outreach and relationship management.
  • Develop community and internal partnerships to advance common priorities.
  • Manage performance, monitoring, evaluation, and reporting on strategic and operational equity and diversity performance indicators and objectives.
  • Develop and utilize innovative tools to promote knowledge exchange.
  • Lead the development, planning and implementation of an integrated corporate- equity framework.
  • Develop and lead City-wide initiatives on behalf of the service and department to promote equitable, inclusive and sustainable service delivery for a diversity of residents.
  • Co-lead initiatives and strategies with Indigenous community stakeholders and equity-seeking groups.
  • Demonstrate cultural understanding to influence systemic and structural change in the organization and community.
  • Identify and address anti-racism, equity and inclusion barriers related to municipal services, policies, and programs.
  • Manage stakeholder/partner outreach and relationship management and partnership development.
  • Develop, implement and monitor the City’s Anti-Racism strategies.
  • Evaluate the progress of the Women and Gender Equity strategy within the City’s programs and plans.
  • Develop innovative tools to promote knowledge exchange with diverse populations.
  • Support various projects and transformational strategies and initiatives for the City that relate to Anti-Racism, Women and Gender Equity.
  • Manage the unit’s human (including contracted services) and financial resources.
  • Manage stakeholder and partner relationships.
