About The Position

This position supervises, plans, coordinates, and manages activities and operations within one or more emergency management programs. The role involves developing and maintaining a comprehensive emergency management strategy, acting as a technical resource, and overseeing day-to-day operations. The Program Manager is responsible for developing, implementing, and ensuring compliance with policies, procedures, and budgets related to emergency management functions, as well as leading multi-agency workgroups. Key duties include developing and maintaining disaster-related plans, facilitating training and exercises, overseeing the operational readiness of the Emergency Coordination Center (ECC), and delivering preparedness presentations. The role also involves managing contracts/grants and exercising authority during ECC activations to coordinate disaster response and recovery activities, potentially requiring extended hours.

Requirements

  • A Bachelor's degree in Emergency Management, Homeland Security, Public or Business Administration, Social Services, Community Planning or related field.
  • Four (4) years of experience in emergency management.
  • Two (2) years of experience as a manager and/or supervisor.
  • Any equivalent combination of training and/or experience that provides the required knowledge and abilities.
  • A valid Washington State Driver's License is required at the time of employment.
  • Must complete FEMA's Professional Development Series within one year of hire.
  • Candidates for employment must successfully pass a criminal background investigation.
  • Knowledge of the principles and practices of emergency management laws, rules, regulations, legislation, and current trends.
  • Knowledge of the principles and practices of program planning, organization, budgeting and administration.
  • Knowledge of the principles and practices of effective supervision.
  • Knowledge of the National Incident Management System.
  • Ability to plan, organize, coordinate, and supervise a comprehensive emergency management program.
  • Ability to allocate and make effective use of available resources.
  • Ability to critically analyze information and problem solve.
  • Ability to assess the relative advantages and disadvantages of alternative courses of action.
  • Ability to analyze and evaluate operations and take effective action to correct deficiencies and resolve problems.
  • Ability to operate Microsoft Office software packages, including spreadsheet, database, word processing, and budget management software.
  • Ability to communicate clearly, both verbally and in writing.
  • Ability to supervise and evaluate the work of subordinate employees.
  • Ability to work under pressure and delegate responsibility.
  • Ability to establish and maintain effective working relationships with elected officials, associates, subordinates, employees of other agencies, and with the general public.
  • Ability to prepare a variety of correspondence, reports, and other written materials.
  • Ability to read, interpret and apply a variety of laws, rules and regulations governing departmental operations.
  • Ability to serve in a critical leadership role during disasters, as defined by the Snohomish County Comprehensive Emergency Management Plan.

Nice To Haves

  • Certification as a Certified Emergency Manager (CEM) by the International Association of Emergency Managers is preferred.

Responsibilities

  • Plans, organizes, supervises, coordinates, and evaluates subordinate level employees, providing training, guidance, and mentoring.
  • Participates in the selection, hiring, promotion, discipline, and termination of subordinate employees.
  • Works collaboratively with other Program Managers to develop and maintain a comprehensive emergency management strategy.
  • Acts as a technical resource for staff to resolve problems and oversees day-to-day operations consistent with county and department standards.
  • Reviews, develops, and implements policies, procedures, and budgets related to specific emergency management functions.
  • Ensures areas of operation comply with applicable federal, state, and local laws, regulations, and policies.
  • Leads and supervises multi-agency and/or multi-disciplinary workgroups involving various stakeholders.
  • Develops, maintains, and supervises the development and maintenance of disaster-related plans, procedures, and checklists (e.g., CEMP, HMP, DRF, COOP).
  • Develops, facilitates, and/or evaluates disaster-related training and exercises to ensure compliance with NIMS and HSEEP.
  • Oversees activities ensuring the operational readiness of the Snohomish County Emergency Coordination Center (ECC), including staff training and technology maintenance.
  • Develops, delivers, and supervises the development and delivery of emergency management preparedness presentations.
  • Prepares correspondence and reports pertaining to the assigned emergency management program and makes recommendations to the Deputy Director.
  • Represents DEM at public meetings and with various external groups as assigned.
  • Manages contracts or grants, including the development and monitoring of scope(s) of work, budget(s), and schedule(s).
  • During ECC activations, leads an assigned team to coordinate disaster response and recovery activities and supervises specific emergency management functions within the ECC.
  • Performs other emergency management functions as required or assigned.
  • May perform the duties of subordinate employees as required.
