As a key member of FortisBC’s Emergency Management and Business Continuity team, you’ll help shape the strategies, plans, and partnerships that keep our people, customers, and communities safe. You’ll drive preparedness initiatives, guide teams through complex regulatory landscapes, and support real‑time response activities that protect essential services. The Program Manager, Emergency Management will be responsible for providing support and advice in the provision of emergency management, preparedness and other program activities to ensure our Emergency Program meets business and regulatory compliance requirements.

Requirements

  • A Bachelor’s degree in a related discipline from a recognized program with four (4) years of recent experience.
  • Emergency Management Certification, Exercise Design Certification, and Business Continuity Professional Certification.
  • Knowledge of the emergency management system in British Columbia.
  • Experience in designing and leading tabletop and full-scale exercises.
  • Skilled in delivering clear, confident presentations and training sessions across various audience groups.
  • Ability to resolve problems and identify opportunities for improvement.

Responsibilities

  • Coordinate and facilitate emergency preparedness activities, ensuring ongoing program compliance.
  • Provide emergency management support, advice, guidance, and instructions to internal stakeholders.
  • Collaborate on developing, maintaining, and executing emergency plans, processes, and regulatory requirements; identify risks, provide assessments, and recommend solutions.
  • Lead or support the planning and execution of emergency exercises, incorporating best practices and engaging contractors when required.
  • Support organizational compliance during emergency preparation, response, and recovery; document and report results and findings.
  • Establish new plans, procedures, and practices as required; review, update, and enforce existing plans based on regulatory changes and lessons learned.
  • Prepare reports on program status and act as a subject matter expert for interpreting applicable standards, regulations, and procedures.
  • Support emergency response activities that may impact service delivery or business functions.
  • Facilitate meetings and debrief sessions following emergency tests or real events.
  • Research best practices and recommend improvements to strengthen the emergency management program.
  • Monitor changes to regulations, codes, and standards, and provide guidance on associated impacts.
  • Build and maintain relationships with local authorities, provincial ministries, and emergency management professionals.
  • Represent FortisBC Emergency Management on external committees and present program information at conferences or related forums.
