Program Manager / Delivery Lead- EXIM
About The Position
TechSur Solutions is seeking a Program Manager / Delivery Lead to oversee modernization of EXIM Online (EOL), EXIM Bank’s mission-critical platform for export credit insurance, guarantees, claims processing, and related operational services. The position is the single point of accountability for delivery execution, stakeholder coordination, Agile governance, risk management, reporting, release planning, and transition to operations throughout the EOL modernization lifecycle. The role leads day-to-day program execution across planning, Agile delivery, production deployment, coexistence with the legacy EOL system, phased decommissioning, and transition to Operations and Maintenance. It coordinates with EXIM stakeholders and cross-functional teams, maintains project plans and tracking artifacts, manages status and performance communications, and oversees production readiness, change control, cutover, rollback readiness, and post-deployment stabilization. Modernization activities must protect EXIM’s mission continuity and avoid disruption to the legacy EOL system during phased coexistence.
Requirements
- At least 8 years of IT program or project management experience supporting federal application modernization, Agile delivery, cloud migration, or mission system modernization.
- Experience managing Export-Import Bank projects or programs is required.
- Experience managing Agile software delivery programs involving cloud, microservices, DevSecOps, cybersecurity, data migration, and legacy system decommissioning.
- Strong understanding of federal governance, status reporting, risk management, Change Control Board processes, and deliverable management.
- Experience coordinating cross-functional teams, including architects, developers, DevSecOps engineers, security staff, testers, data engineers, and business analysts.
- Ability to serve as the primary interface with Government program, technical, security, operations, and acquisition stakeholders.
- PMP, CSM, SAFe, or equivalent certification.

- Experience managing modernization efforts involving phased coexistence of legacy and modernized production systems.
Responsibilities
- Lead day-to-day EOL Modernization program execution, including planning, Agile delivery, production deployment, coexistence with legacy EOL, phased decommissioning, and transition to Operations and Maintenance.
- Develop and maintain the integrated project management plan, modernization roadmap, release plan, risk register, issue log, decision log, and dependency tracker.
- Coordinate with EXIM stakeholders, business owners, cybersecurity, infrastructure, O&M teams, product owners, and downstream application teams to manage scope and dependencies.
- Manage weekly status reporting, monthly CIO briefings, staffing updates, deliverable tracking, milestone reporting, and contract performance communications.
- Oversee production readiness reviews, Change Control Board coordination, cutover planning, rollback readiness, post-deployment stabilization, and transition-to-operations activities.
- Protect EXIM mission continuity and avoid disruption to the legacy EOL system during phased coexistence.
