About The Position

The Program Manager, Critical Infrastructure Protection, is responsible for planning, monitoring, and coordinating all DC Water critical infrastructure protection functions. The position acts as the primary interface with National Capital Region (NCR) intelligence agencies and risk awareness entities for DC Water critical infrastructure protection activities.

Requirements

  • Five (5) years of related experience in critical infrastructure protection
  • Experience in conducting Vulnerability Assessments and risk and resilience assessments
  • Bachelor’s degree in Emergency Management or related field from an accredited college or university or the equivalent combination of education and experience consisting of a high school diploma or General Educational Development (GED) certificate and nine (9) years of related experience in critical infrastructure protection
  • Strong leadership, management and interpersonal skills and abilities
  • Verbal and written communication skills
  • Utilizes a personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc.)
  • Ability to work extended hours during a 24/7 emergency event
  • Ability to work varied hours throughout the day
  • Must possess and maintain current a valid Motor Vehicle Operator’s Permit and a DC Water Vehicle Endorsement.

  • Experience in conducting AWWA J100 Risk and Resilience Management of Water and Wastewater Systems Assessments or related vulnerability and risk assessments

Responsibilities

  • Oversees and directs the risk and resilience assessments for the Authority in compliance with America’s Water Infrastructure Act – section 2013/Safe Drinking Water Act - section 1433.
  • Administers the Authority’s activities with the NCR Critical Infrastructure Protection Program, including membership and attendance at the Critical Infrastructure Protection Workgroup.
  • Provides support and is a direct liaison with the District of Columbia’s and regional Fusion Center, including assessment of data, sharing of information, and development of threat briefings.
  • Participates in the NCR Water Security Workgroup, WaterISAC, InfraGard and collaborates on development of regional initiatives and events.
  • Develops and implements response procedures related to infrastructure protection, resilience, and mitigation.
  • Serves as a representative for the Authority in Multi-Agency Coordination Center (MACC)/Critical Infrastructure Coordination Center (CICC) when activated during a National Special Security Event.
  • Maintains Secret Clearance to allow access to classified information for support to the Authority regarding receiving critical intelligence and threat information and attends classified briefings.
  • Identifies, proposes, and accesses federally available funding for infrastructure protection and resilience.
  • Assists in supporting the Authority’s Hazard Mitigation Task Force, revisions to the Hazard Mitigation Plan, and submissions of funding for mitigation projects and proposals.
  • Coordinates with the US Secret Service, US Federal Bureau of Investigation, and US Department of Homeland Security (DHS), provides Automated Critical Asset Management System (ACAMS) data, and works with DHS audit and support teams.
  • Operates Authority vehicles as an essential function of the position. Maintains vehicles and/or equipment in a clean and orderly manner. Reports any operating deficiencies to the appropriate Authority personnel.
  • Serves as a trained and qualified member of the Authority’s Incident Management Team and supports the Planning Section and or Liaison Officer duties.
  • Prepares and/or contributes to the preparation of reports, briefings, documents, policy statements, testimony, position papers, and other written materials relating to the Authority’s critical infrastructure protection program efforts for presentation to the General Manager, Board of Directors, Executive Team, and stakeholders in other organizations and agencies.
  • Performs other duties and projects as assigned at the discretion of the Director, Emergency Management.
