Program Manager – Contracts & Proposals

About The Position

UpSlope is seeking a detail-oriented and strategic Program Manager to lead and manage the lifecycle of contracts and proposals. This role will be responsible for overseeing pre-award activities, managing contract transitions, and ensuring effective post-award contract administration. The ideal candidate will bring strong organizational skills, a collaborative mindset, and a deep understanding of government and commercial contracting processes.

Requirements

  • Bachelor’s degree in Business Administration, Public Administration, or related field (Master’s preferred).
  • 5+ years of experience in program management, contract administration, or proposal development.
  • Familiarity with federal contracting (FAR/DFARS) and/or commercial contracting practices.
  • Strong project management and organizational skills.
  • Excellent written and verbal communication.
  • Proficiency in Microsoft Office Suite and contract management tools.

Nice To Haves

  • PMP or equivalent certification.
  • Ability to work independently and lead cross-functional teams.
  • Strong analytical and negotiation skills.

Responsibilities

  • Lead the development and submission of proposals in response to RFPs, RFIs, and other solicitations.
  • Coordinate proposal teams, timelines, and deliverables across departments.
  • Ensure compliance with solicitation requirements and internal standards.
  • Support pricing strategy and cost volume development in collaboration with finance and technical teams.
  • Develop and execute transition plans for newly awarded contracts.
  • Facilitate kickoff meetings and ensure alignment between client expectations and internal execution.
  • Monitor onboarding activities, staffing, and resource allocation during transition phases.
  • Serve as the primary point of contact for contract administration and compliance.
  • Track deliverables, milestones, and reporting requirements.
  • Manage modifications, extensions, and renewals in coordination with legal and finance.
  • Maintain contract documentation and ensure audit readiness.
