About The Position

Edgewater Technical Associates is seeking qualified candidates for a Program Manager and Technical Oversight opportunity in Richland, WA for the DOE Hanford Field Office. The Technical Monitor will contribute to functional areas within DOE-TWO, including Project/Program Management, Operations, Maintenance, and Regulatory Interface. This role involves conducting oversight of conceptual, preliminary, and final design activities; procurement activities; field construction of projects, facilities, and systems; and contractor programs and implementation supporting readiness activities. The position also includes oversight of equipment and system startup activities, monitoring procedure compliance, troubleshooting activities, assessing resolution of non-compliance reports, and evaluating test engineer decision-making and overall conduct of testing. The Technical Monitor will observe Safety System Startup Testing, review and comment on the Documented Safety Analysis, and conduct critical assessments of test deficiency reports to determine the technical acceptability and requirement compliance of deficiency resolutions. Responsibilities include briefing AMTWO line management on oversight results, technical issues, and resolution options, facilitating decision-making, and supporting the implementation of organizational strategies. The role requires close collaboration with the AMTWO management team to ensure oversight is appropriately planned and executed to support AMTWO operations. Utilizing specialized project management and business operations experience, the candidate will perform tasks with minimal supervision and provide written documentation of contractor performance, including assessments and surveillances, in accordance with HFO procedures. Assessments and reports are to be produced on a weekly or as-needed basis, and oversight results will be documented and reviewed within the Integrated Contractor Assurance (iCAS) database. Participation in weekly coordination meetings, meetings with the senior management team as required, and on Integrated Project Teams is also expected.

Requirements

  • 25 years engineering, construction, commissioning and management experience on DOE projects.
  • Extensive business experience in applying analysis techniques, performing various types of reviews, and developing process improvements.
  • At least 5 years of experience performing oversite for Tank Farms.
  • Experience with DOE/TWO engineering requirements.
  • Capable of reading, interpreting, and understanding DOE program and project management practices, policies, and procedures.
  • Working level knowledge of Hanford Site mission, activities and priorities.
  • United States Citizenship

Responsibilities
