Program Manager 4 (OCI Cloud Expansion)

Oracle•Nashville, TN
•$90,100 - $209,500

About The Position

Oracle is seeking a Program Manager to lead end-to-end delivery of complex cloud infrastructure expansion programs in highly regulated, security-sensitive, and isolated environments. The role coordinates cross-functional work across planning, design, construction, deployment, validation, security hardening, accreditation readiness, and operational handoff. The Program Manager works with engineering, operations, security, compliance, supply chain, networking, service readiness, facilities, vendors, and customer stakeholders. The position balances standard delivery processes with customer-specific requirements, exception handling, and issue resolution, while developing repeatable methods and playbooks for future programs. It also ensures environments are ready for steady-state operations and that delivery stays within contractual and regulatory boundaries.

Requirements

  • Proven ability to develop, drive, and execute complex, large-scale infrastructure or operational programs aligned with business objectives.
  • Experience translating strategic goals into actionable plans with clear ownership, milestones, dependencies, and delivery criteria.
  • Demonstrated experience managing programs with elevated security, compliance, or customer-specific constraints.
  • Ability to balance standardization with exception handling and turn one-time challenges into durable process improvements.
  • Experience coordinating data center, hardware, networking, supply chain, logistics, and site readiness activities.
  • Ability to manage ordering dependencies, design approvals, lead times, facility readiness, and vendor coordination.
  • Solid understanding of cloud infrastructure, service dependencies, deployment workflows, operational support models, and secure environment constraints.
  • Strong analytical skills and experience tracking milestones, readiness signals, capacity assumptions, operational constraints, and program performance.
  • Exceptional written and verbal communication skills, with the ability to align technical, operational, compliance, security, supply chain, and business stakeholders.
  • Strong problem-solving skills and comfort identifying gaps, driving decisions, and formalizing workflows as programs evolve.

Nice To Haves

  • Experience managing programs in cloud services or related technical domains is strongly preferred.

Responsibilities

  • Lead complex cloud expansion programs from early planning and design through construction, deployment, validation, security hardening, accreditation readiness, and operational handoff.
  • Manage stage-gate readiness, key dependencies, and execution risks throughout the program lifecycle.

  • Coordinate ordering procedures, materials planning, design approvals, vendor alignment, lead-time tracking, logistics, and delivery readiness.
  • Orchestrate deployment prerequisites, including access planning, service dependencies, environment readiness, validation sequencing, and operational control points.
  • Coordinate security and compliance workstreams, including restricted-access operating models, environment hardening, secure transfer processes, artifact handling, support readiness, and accreditation dependencies.
  • Identify risks, blockers, and one-off issues, and drive structured resolution across teams.
  • Turn lessons learned into reusable standards, templates, and knowledge resources.
  • Plan operational transitions by coordinating support ownership, monitoring expectations, runbooks, staffing dependencies, and handoffs.
  • Lead stakeholder and customer alignment on scope, schedule, risks, assumptions, and decision timelines.
  • Improve delivery playbooks, governance, and standard work for secure and highly regulated cloud environments.
