Northrop Grumman Aeronautics Systems is seeking a Program Manager 3, Site Lead to to join our team of qualified, diverse individuals. The position is located in Hopkinton, Massachusetts. The Program Manager 3, Site Lead will require a strong technical leader with a focus on program execution and business development including customer intimacy, proposal development, cost and schedule performance management. You will be overseeing full site operations as direct manager to the Hopkinton Site, which includes a variety of disciplines, and reporting to the larger corporate division. In addition, you will be the main interface with customers and leadership, developing solution and ensuring captures, and successful execution of technical performance, schedule and budget. The Hopkinton Massachusetts facility is engaged in the design, development, and manufacturing of antennas, passive microwave components, and high power components for EW aerospace applications and associated OEM’s. We have a strong cultural focus on design for manufacturability and therefore have our manufacturing and engineering resources co-located within the facility. In addition to our in-house machining, assembly, and quality capabilities, our test department has two antenna ranges. One is a far field range and the other is a near field 8’x8’ scanning range. The test department also has multiple PNAs giving us measurement capability to 50GHz on site. Design development and manufacturing use industry standard software packages which are readily available. This position will require an individual comfortable with leading diverse team with a significant amount of autonomy and associated accountability, covering the full life cycle of projects from inception through production. Given the small team environment, we are looking for a leader with the willingness to assume multiple roles and responsibilities from supporting RF and mechanical design, design for manufacturability (DFM), proposal support, program execution and management and business development. This position has the ability to directly influence site growth through business development that contributes to the objectives of the division. Applicants must have the ability to work hands-on with floor operations, engage in leadership, and assist in customer development. Applicants must demonstrate prior working experience in the aerospace industry and substantiate prior leadership and engineering experience. Requirements

Bachelor's degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience OR a Master's degree and 8 years (or Master of Science in STEM and 7 years) of related experience.
Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.
Prior experience in the aerospace industry, with design, development and/or production of antenna apertures and passive RF components.
Project or Program Leadership experience: scheduling, budgets, product costing, Cost Account Management (CAM), internal and external customer interface, reports and presentations, PDR’s CDR’s etc.
Experience in at least one of the following areas of business development: proposal management, customer development, new business capture, business management and strategy.
Ability to obtain and/or transfer and maintain the final adjudicated Secret Clearance and any program access(es) required for the position within a reasonable period of time, as determined by the company.
Commitment to quality and customer service, fostering and leading in a culture of continuous improvement.
Proficient in MS Office suite: Excel, Word, PowerPoint and Project.
Prior working experience in the aerospace industry.
Substantiate prior leadership and engineering experience.

Nice To Haves

Active Government Secret Security Clearance.
Background in design for manufacturability and a general understanding of manufacturing processes such as dip-brazing, plating, painting, machining.
Demonstrated ability to develop product designs independently, and verify those designs through prototype fabrication and testing.
Understanding of mechanical drawings and geometric tolerance.
Experience in the creation and execution of Acceptance Test Plans and Qualification Test Plans as required.
Ability to work cooperatively with and through a diverse team to execute multiple projects from kick off through completion.
Working experience with the test and measurement of antenna and RF passive components, utilizing Orbit FR 959 far field and scanning range test equipment such as a vector network analyzer (VNA).
Background in electromagnetics, high Power RF components: Waveguides and Coaxial.
Quadridge Antenna design, Broad band component design.
Familiarity with MRP systems, specifically SAP.
Functional or people management experience.
General AS9100 quality system requirements.

Responsibilities

Overseeing full site operations as direct manager to the Hopkinton Site, which includes a variety of disciplines, and reporting to the larger corporate division.
Acting as the main interface with customers and leadership, developing solutions, ensuring captures, and successful execution of technical performance, schedule, and budget.
Leading diverse teams with a significant amount of autonomy and associated accountability, covering the full life cycle of projects from inception through production.
Supporting RF and mechanical design, design for manufacturability (DFM), proposal support, program execution and management, and business development.
Influencing site growth through business development that contributes to the objectives of the division.
Working hands-on with floor operations, engaging in leadership, and assisting in customer development.
Managing a large, diverse program portfolio consisting of contracts varying from 100K to $8M.
Writing proposals and providing business development support.
Working with the customer to develop a solution and associated tailoring of the customer’s specification.
Generating SOWs and Supplier SOWs, conducting specification reviews, compliance reviews, including pricing and schedule support for the proposed solution.
Managing the test and measurement of antenna and RF passive components, utilizing Orbit FR 959 far field and scanning range test equipment such as a vector network analyzer (VNA).
