About The Position

The Louisiana Department of Health (LDH) aims to protect and promote health and ensure access to medical, preventive, and rehabilitative services for all residents of Louisiana. This role is within the Office of Public Health (OPH), Center for Finance and Administration, Bureau of Health Informatics (BHI). The Public Health Systems Manager will drive the future of public health technology and innovation across the state. This leadership position oversees enterprise health, financial, and administrative information systems that support data reporting, operational performance, fiscal accountability, and executive decision-making throughout OPH. The role is ideal for a strategic and tech-savvy professional who will lead system modernization efforts, manage high-level technology initiatives, supervise staff, and collaborate with leadership to improve public health service delivery statewide. The incumbent supervises two employees and operates with a high degree of independence. Responsibilities include planning, directing, and managing the development, implementation, integration, and ongoing improvement of centralized information systems, dashboards, and workflow solutions used across OPH. The position ensures that systems and processes align with state and federal requirements, Louisiana Department of Health and Office of Technology Services (OTS) policies, and OPH strategic priorities. Work is performed under the broad administrative direction of the Bureau Director with limited supervision.

Requirements

  • Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Direct and manage the design, implementation, enhancement, and maintenance of OPH centralized administrative and financial tracking systems, including SharePoint workflows, grants and contracts tracking tools, budget dashboards, and other enterprise reporting platforms.
  • Oversee the architecture, governance, and optimization of OPH SharePoint environments, including workflow automation, permissions structure, and integration with other systems.
  • Provide strategic oversight of Tableau dashboards and data visualization products through direct supervision of the Program Manager 1A; ensure dashboards accurately reflect fiscal, operational, and performance metrics.
  • Oversee REDCap administration and governance to ensure secure, compliant, and standardized research and program data collection practices.
  • Lead stakeholder engagement efforts to gather business requirements and translate operational processes into automated workflows and reporting solutions.
  • Develop and implement standard operating procedures, documentation, and user training materials to promote system adoption and sustainability.
  • Lead an OPH-wide enterprise systems assessment to evaluate current platforms, tools, and data systems for functionality, redundancy, interoperability, and cost efficiency.
  • Provide recommendations to executive leadership regarding consolidation, modernization, or retirement of systems.
  • Coordinate with fiscal, grants management, and procurement staff to ensure technology investments align with funding source requirements and strategic priorities.
  • Promote standardization and centralization of administrative and financial systems to increase efficiency and reduce fragmentation.
