Scope: Manages and directs the work of project managers and provides managerial financial and administrative oversight for multiple projects. Responsibilities include (but are not limited to): Portfolio Oversight: Monitor project scopes, costs, schedules, staffing, communications, outside vendors, and contractual deliverables to ensure alignment with task order requirements and performance objectives. Standards & Process Development: Develop, implement, and maintain standards, processes, and tools for effective project scheduling, quality management, and risk control. Issue Resolution & Risk Management: Identify and address internal or vendor issues that may impede delivery; track at risk metrics and facilitate corrective actions to keep projects on track. Data & Reporting: Establish data collection and reporting processes to capture key metrics; produce periodic status reports, dashboards, and executive briefings for stakeholders. Team Leadership: Manage subordinate staff in day to day performance, set priorities, conduct reviews, mentor team members, and promote continuous improvement. Budget & Milestone Control: Ensure project and department milestones/goals are met while adhering to approved budgets and contractual timelines. Stakeholder Engagement: Coordinate with NAVSEA sponsors, contracting officers, vendors, and cross functional teams to maintain clear communication, manage expectations, and support decision making. Compliance: Support adherence to federal contracting requirements, internal controls, and quality assurance standards; contribute to process audits and readiness reviews. Tooling & Automation (as applicable): Leverage scheduling, collaboration, and analytics tools (e.g., MS Project, Power BI, SharePoint) to enhance program visibility and decision support.
