About The Position

CACI is seeking two exceptional Program Integrators to pioneer the establishment of a groundbreaking Program Executive Office (PEO). From day one, the Program Integrator will design the operating model, influence strategic decisions, and create frameworks that enable rapid innovation at enterprise scale. Requirements

  • TS/SCI w/appropriate POLY
  • Twelve (12) years of demonstrated combined experience in DoD program management, contract management, and/or financial management.
  • A bachelor’s degree with a business or technical focus is required.
  • In lieu of a degree, Project Management Institute PMP certification, Contract Manager CPCM certification, or DAWIA Level III in any focus area, and an additional 3 years of directly related experience for a total of 15 years may be substituted.
  • Familiarity with Plan-It is preferred. In lieu of certification, an additional 3 years of directly related experience for a total of 18 years may be substituted.
  • Agile acquisition pathway experience.
  • Strong proficiency in agile execution frameworks (SAFe, PI Planning, Product Ownership).
  • Innovation-focused acquisition strategies over traditional program management.
  • In-depth knowledge of Maryland Customer acquisition, budgetary, and organizational dynamics.
  • Proven track record designing and implementing portfolio management frameworks in fast-paced environments.
  • Expertise in agile acquisition methods and innovation-focused program execution.
  • Strong communicator who can influence stakeholders at all levels.
  • Deep, demonstrable experience with the Maryland customer's operational environment (for Lead Position).
  • Established relationships and credibility within the agency (for Lead Position).
  • Ability to translate complex agency dynamics into actionable strategies immediately (for Lead Position).
  • Intermediate proficiency with MS Excel is required to include demonstrated use of pivot tables, slicers, and pivot charts.

Responsibilities

  • Design and implement cutting-edge portfolio management operating models from the ground up.
  • Build intake processes, prioritization frameworks, investment decision gates, and governance structures that accelerate mission delivery.
  • Apply process improvement methodologies to establish agile, scalable frameworks in a high-velocity innovation environment.
  • Leverage deep understanding of Maryland-based agency acquisition, budgetary, and organizational ecosystems.
  • Bridge the gap between industry best practices and agency realities, identifying and overcoming institutional barriers.
  • Hit the ground running with existing fluency in agency processes to meet aggressive standup timelines.
  • Deploy emerging acquisition pathways aligned with AI and innovation portfolios, such as Other Transaction Authorities (OTA), rapid prototyping, continuous improvement models, and flexible funding approaches.
  • Apply agile execution frameworks (SAFe, PI Planning, Product Ownership) to drive innovation-focused acquisition strategies.
  • Move beyond traditional program management to enable truly transformative outcomes.
