About The Position

The Department of Vermont Health Access (DVHA)'s Risk and Quality Management (RQM) Unit is seeking a qualified individual to join their team. The RQM unit takes a pro-active approach to regulatory preparedness and strives to create a culture of continuous quality improvement within Vermont's Medicaid Program. To be successful at that, we conduct risk assessments, coordinate compliance audits, use performance data to inform decisions and help staff improve results when indicated. The Program Improvement Manager will perform a variety of tasks that range from supporting the Department's transition to digital quality measurement, coordinating annual quality measure reporting to state and federal regulators, establishing data collection tools and reports to identify areas of opportunities for improvement, as well as leading quality improvement projects. The ideal candidate will be well-versed in quality improvement principles and practices. A standout candidate will also possess extensive knowledge of standard healthcare quality performance measure specifications and be well-versed in newly developed data integration and analytics solutions.

Requirements

  • Master Degree in Business Administration, Public Administration or related field AND two (2) years or more work experience in organizational development or business process improvement.
  • OR Bachelor's degree AND four (4) years or more work experience in organizational development or business process improvement.
  • OR Associates degree AND six (6) years or more work experience in organizational development or business process improvement.

Nice To Haves

  • Knowledge of the principles, practices, and tools available/associated with project management, change management, and business process analysis.
  • Knowledge of performance measurement.
  • Knowledge of Agency contracting procedures.
  • Knowledge of information technology (IT) applications utilized in agency operations.
  • Ability to identify information technology enhancements that meet business requirements.
  • Certification as a SOV CI Green Belt, or equivalent industry certification.

Responsibilities

  • Support the Department's transition to digital quality measurement.
  • Coordinate annual quality measure reporting to state and federal regulators.
  • Establish data collection tools and reports to identify areas of opportunities for improvement.
  • Lead quality improvement projects.
