About The Position

The Program Evaluation & Data Specialist supports Warren Village’s ability to use meaningful and accurate data for program learning, improvement, accountability, and reporting. In partnership with the Evaluation & Data Manager and Family & Community Impact Programs (FCIP) leaders, this role manages core data systems, leads program survey and reporting processes, strengthens data quality, and builds staff capacity to collect, interpret, and use data effectively. FCIP serves more than 300 residents, alumni, and children annually through housing-embedded supportive services across multiple facilities at Gilpin, Warren Village at Alameda, First Step, and the Alumni Program. Requirements

  • Bachelor's degree in a relevant field; or eight years of equivalent experience.
  • Two or more years of experience in data analysis, reporting, evaluation, or database management.
  • At least one year of experience managing or administering a database, CRM, or similar data system.
  • Advanced Microsoft Excel skills, including formulas, pivot tables, data cleaning, lookups, conditional logic, and working with large or complex datasets.
  • Experience developing reports, dashboards, survey summaries, or data presentations for nontechnical audiences.
  • Experience training or supporting staff in data entry, data quality, technology systems, or reporting processes.
  • Valid driver’s license with own transportation for regular commuting between sites.

Nice To Haves

  • Experience in a nonprofit, human services, social impact, education, housing, or community-based setting.
  • Experience with one or more: Airtable, Power BI, and/or organizational data-use practices.

Responsibilities

  • Partner with the Evaluation & Data Manager and FCIP leaders to develop and refine evaluation strategies, theories of change, logic models, journey maps, and outcome frameworks that are practical, consistent, and equity informed.
  • Manage qualitative and quantitative data projects from planning and tool development through collection, cleaning, analysis, reporting, and results sharing.
  • Lead the implementation and data analysis of the annual Resident and Alumni Surveys and support other surveys, feedback tools, and evaluation instruments.
  • Coordinate FCIP Strategic Framework data collection and analysis and ensure results are submitted accurately and on time in TrackVia.
  • Standardize data collection and reporting where practical while adapting approaches to each program’s goals and workflows.
  • Produce monthly reports and dashboards.
  • Provide timely program data for grants, internal planning, work plan tracking, and other reporting needs.
  • Support Warren Village’s longitudinal dataset and lead the annual MDHI Point-in-Time Housing Survey and related reporting.
  • Translate findings into clear insights and practical recommendations for program teams and leadership.
  • Stay current on EMPath’s evaluation framework, serve as the primary contact with EMPath’s Research and Evaluation Department as needed, and monitor relevant nonprofit evaluation practices.
  • Monitor the accuracy, completeness, consistency, and timeliness of program data across FCIP and support other departments as needed.
  • Establish routine data-quality checks, flag issues, review/refine processes, and establish feedback loops with program staff and leadership.
  • Partner with program teams to identify, understand, and resolve data-quality and fidelity concerns.
  • Develop and maintain data dictionaries, standard operating procedures, shared definitions, and data-quality documentation in collaboration with program leads and the Evaluation & Data Manager.
  • Serve as the primary Penelope database administrator and Bonterra contact, leading troubleshooting, user support, process improvements, custom reporting and/or programming requests from quote through implementation.
  • Serve as the primary Homelessness Management Information System (HMIS) administrator/data partner agency liaison (DPAL), coordinating database administration and related reporting requirements.
  • Manage and improve Airtable and Excel-based program tracking systems.
  • Train and support staff on Penelope, HMIS, Airtable, Excel-based tools, data-entry expectations, data quality, and reporting through onboarding, tutorials, office hours, and ongoing coaching.
  • Develop and maintain system documentation, user guides, and internal processes that support continuity and reduce reliance on individual knowledge.
  • Monitor emerging features within Penelope, HMIS, Airtable, and related platforms and help ensure effective system use.
  • Support the evaluation and selection of a new database and assist with system configuration, data cleaning/migration, testing, documentation, and implementation, if relevant.
  • Uphold data ethics, confidentiality, privacy, and applicable document-retention requirements.
  • Translate complex findings into clear, accessible insights and practical recommendations for program teams and other audiences, in conjunction with the Evaluation & Data Manager.
  • Lead or co-lead regular data reviews with program staff, Strategic Framework and work plan check-ins, survey debriefs, presentations, and other learning conversations.
  • Help teams connect data collection, analysis, and reporting to participants' experience, program goals, organizational strategy, accountability, and continuous improvement.
  • Build staff capacity to interpret and use data effectively, adapting communication and support to teams’ bandwidth, technical skills, and comfort with data.
  • Support the Early Learning Center (ELC) with occasional data operations as requested.
  • Other duties as assigned.
