About The Position

The Bureau of Children, Youth, Families, and Developmental Disabilities (CYF-DD) within the Division of Mental Hygiene is responsible for the planning, funding, and oversight of New York City's comprehensive network of child and adolescent community mental health services, as well as services for individuals with intellectual and/or developmental disabilities. CYF-DD utilizes research and surveillance to inform policy development, service planning, implementation, and evaluation, incorporating a health equity lens. The bureau oversees a portfolio of over 100 programs and supports a family-driven, individualized, and strength-based approach to care. The Office of Policy and Planning within CYF-DD supports the bureau's mission through system-level planning, policy change advocacy, and ensuring cost-effective and responsive program models.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, environmental or social science.
  • Three years of responsible full-time research experience in the appropriate field of specialization.
  • At least two years of experience in research.
  • Two years as a City Research Scientist Level I can be substituted for the experience required.

  • Strong organizational, project management, and prioritization skills, with the ability to manage multiple initiatives simultaneously.
  • Demonstrated ability to supervise, coordinate, and support the work of analytic staff.
  • Strong background in program evaluation, quality improvement, quality assurance, and/or data monitoring.
  • Proficiency in statistical and analytic software (e.g., SAS, R, STATA, SPSS, SQL); experience with administrative or programmatic data systems preferred.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Experience with research, data analysis, and reporting in public health or human services settings.
  • Excellent written and oral communication skills, including the ability to present analytic findings to technical and non-technical audiences.
  • Ability to work independently, exercise sound judgment, and collaborate effectively in a fast-paced, team-oriented environment.

Responsibilities

  • Provide analytic and evaluation leadership for NYC TeenSpace, including oversight of monitoring, evaluation, and reporting activities.
  • Support the procurement and management of an external evaluator, including overseeing communication, work plans, deliverables, analysis, and reporting.
  • Oversee the development and maintenance of research and evaluation protocols, including IRB submissions, Data Use Agreements (DUAs), and Memoranda of Agreement (MOAs), as required.
  • Monitor program implementation and analytic needs in collaboration with the Director of Research and Evaluation and program staff.
  • Review and oversee monthly and quarterly data reports and provide regular updates to Bureau and Department leadership.
  • Prepare and present briefs, reports, and presentations related to NYC TeenSpace for internal and external audiences.
  • Support the re-procurement and program planning processes for NYC TeenSpace, ensuring that data, evaluation, and performance measurement are embedded in future program iterations.
