About The Position

The incumbent directs and coordinates the overall DOT planning, programming and budgeting activities, to include the systematic analysis of and the annual preparation of the Department's Six-Year Program and Financial Plans, Biennium Budget requests, and the development and preparation of comprehensive and sophisticated studies of major programs and issues. Supervision is exercised over a group of multi-disciplined personnel in the engineering, economic and financial fields.

Requirements

Graduation from an accredited four (4) year college or university with a bachelor’s degree.
Four and One-half (4-1/2) years of responsible professional work experience which involved utilization of economics, statistics, cost-benefit analysis or operations research concepts and methods to conduct evaluations of on-going programs and related issues of all kinds and to understand the economic, social and physical relationships involved.
Experience must have included the use of quantitative methods of analysis rather than purely descriptive methods.
Experience must have demonstrated skill, knowledge, and technical competence in the use of economic concepts and techniques or statistical and mathematical principles and tools in problem solving.
Two (2) years of responsible experience supervising others engaged in quantitative analytical work.
Supervisory experience must have included planning, organizing, scheduling, and directing the work of others; assigning and reviewing their work; advising them on difficult work problems; training and developing subordinates; and evaluating their work performance.
Knowledge of principles of public administration functions and organization of State government.
Knowledge of report writing.
Knowledge of advanced cost/benefit analytical techniques.
Knowledge of cost analysis.
Knowledge of moderately advanced statistics and economics, including price theory, theory of the firm, and public finance.
Knowledge of elementary econometrics and operations research.
Knowledge of the State’s program structure and related administrative policies and procedures.
Knowledge of the underlying concepts and background relevant to all program areas.
Knowledge of principles and practices of administration.
Ability to plan, organize, direct, coordinate and conduct broad and comprehensive program studies.
Ability to develop presentations to clearly present complex materials.
Ability to deal effectively with top-level government officials and others.
Education or experience background must demonstrate the ability to write clear and comprehensive reports and other documents.
Education or experience background must demonstrate the ability to read and interpret complex written material.
Education or experience background must demonstrate the ability to solve complex problems logically and systematically.

Nice To Haves

Excess work experience as described under the Specialized Experience, above, or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.
A master’s degree in economics, operations research, statistics, mathematics, engineering, physical sciences, business administration, public administration, philosophy, political science, experimental psychology or other closely related fields may be substituted for a maximum of one (1) year of Specialized Experience; provided the applicant’s overall training includes a minimum of twelve (12) semester credit hours in micro-economics or econometrics or mathematics, operations research, statistics or other courses which requires substantial competence in quantitative analytical techniques.
A master’s degree in economics, operations research, statistics, mathematics, engineering, physical sciences, business administration, public administration, philosophy, political science, experimental psychology or other closely related fields may be substituted for a maximum of two (2) years of Specialized Experience; provided the applicant’s overall training includes a minimum of eighteen (18) semester credit hours in micro-economics or econometrics and mathematics, operations research, statistics or other courses which requires substantial competence in quantitative analytical techniques. Of the eighteen (18) semester credit hours, at least six (6) semester credit hours must have been in the general area of quantitative skills (e.g., mathematics, statistics, or operations research) or in the general area of resource allocation economics (e.g., micro-economics or econometrics).
A Ph.D. degree in the fields specified above may be substituted for two (2) years of Specialized Experience, provided the applicant’s overall training included a minimum of eighteen (18) semester credit hours in micro- economics or econometrics or mathematics, operations research, statistics, or other courses which require substantial competence in quantitative analytical techniques.
A Ph.D. degree in the fields specified above may be substituted for three (3) years of Specialized Experience, provided the applicant’s overall training included a minimum of twenty-seven (27) semester credit hours in micro-economics or econometrics and mathematics, operations research, statistics, or other courses which requite substantial competence in quantitative analytical techniques. Of the twenty-seven (27) semester credit hours, at least nine (9) semester credit hours must have been in the general area of quantitative skills (e.g., mathematics, statistics, or operations research) or in the general area of resource allocation economics (e.g., micro-economics or econometrics).
