About The Position

The Indiana Department of Correction (IDOC) aims to promote public safety by providing meaningful, effective opportunities for successful re-entry. As a model of best correctional practices, IDOC strives to return productive citizens to our communities and inspire a culture of accountability, integrity, and professionalism. The Program Review/Audit Division evaluates all IDOC Facilities, Parole, Central Office, and the Correctional Training Institute for adherence to American Correctional Association (ACA) Standards. This position serves as the subject matter expert for interpreting standards, policies, procedures, rules, and regulations. While assigned to Central Office, this role requires travel to other IDOC locations. Responsibilities include monitoring and ensuring compliance in areas such as Facility Administration, Fiscal Management, Personnel, Training and Staff Development, Case Records, Information Systems and Research, Citizen Involvement and Volunteers, Physical Plant, Security and Control, Safety and Emergency Procedures, Rules and Discipline, Incarcerated Individual Rights, Special Management, Restrictive Housing, Reception and Orientation, Classification, Food Service, Sanitation and Hygiene, Social Services, Re-Entry, Health Care, Work and Correctional Industries, Academic and Vocational Education, Recreation and Activities, Mail, Telephone and Visiting, Library Services, Religious Programs, and Policy. The Program Director conducts annual reviews and facility inspections, actively participates in ACA audits, identifies best practices, and makes recommendations for improvement. This role is responsible for completing audit instruments, maintaining documentation, and assisting facility personnel through the ACA audit process, including interfacing with ACA officials and drafting operational procedures. The Program Director acts as a technical assistant, clarifying and interpreting policy and procedure for IDOC facilities and stakeholders, and assists in training ACA Managers. This division supports organizational and system changes, and the Program Director collaborates with senior leadership on long-range policy and procedural goals. The position ensures all ACA standards are met, impacting incarcerated individuals' quality of life and conditions of confinement. Emergency information is reported to the Director of the division.

Requirements

  • Specialized knowledge in program subject matter obtained through experience and/or education.
  • Specialized knowledge of program area including pertinent rules and regulations.
  • Extensive knowledge of all source materials and references including federal and state laws governing the programs.
  • Ability to develop and implement new principles and policies and discern any far-reaching implications.
  • Ability to communicate orally and in writing.
  • Ability to apply general rules to specific problems to produce answers that make sense.
  • Ability to work effectively with a wide variety of stakeholders.
  • Working knowledge of accounting and budget principles.
  • Ability to delegate work, set clear direction, and manage workflow.
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
  • At least 7+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.

Responsibilities

  • Establish program objectives, KPIs, and actions to achieve them.
  • Develop, update, and monitor all policies and procedures related to the program area.
  • Interpret and explain policies, rules, regulations, or laws to leadership or customers.
  • Implement corrective action plans to solve program problems.
  • Analyze, prepare, and disseminate monthly and annual program reports.
  • Review budget and make budgetary recommendations to improve the program area finances.
  • Ensure program requirements meet federal and state policies and grants compliance.
  • Assist in the development and train employees or agency consultants on program requirements and usage.
  • Coordinate and deliver communication plans and communications.
  • Serve as a liaison between agency and other state and federal agencies.
  • Serve on management committees or other governing boards.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees.
  • Ensure work adheres to quality standards, deadlines, and proper procedures.
  • Conduct annual reviews and thorough facility inspections of each facility, Parole, Central Office, and the Correctional Training Institute for ACA standards compliance.
  • Actively participate in the ACA audit/mock audit process and represent the agency.
  • Identify best practices and make recommendations for improvement as the result of audits and inspections.
  • Complete the overall audit instrument and maintain the underlying documentation.
  • Assist IDOC facility personnel through the ACA audit process, including interfacing with officials from ACA and facility policy writers to draft facility operational procedures, facility directives, and post orders as needed to ensure compliance.
  • Act as a technical assistant to IDOC facilities and stakeholders to clarify and interpret policy and procedure.
  • Assist in the training of facility/parole ACA Managers at Central Office and on location.
  • Support organizational and system changes as requested.
  • Collaborate with senior leadership in establishing long-range policy and procedural goals as needed in the audit process.
  • Ensure all ACA standards are being met, requiring decision making and action that will directly impact the incarcerated individual such as quality of life issues, conditions of confinement, etc.
  • Report any emergency information to the Director of the division.
