Requirements

  • Bachelor's Degree in Public Administration, Social Work Administration, Management or Health related field required.
  • Five (5) years of professional experience involving program planning and development, particularly in HIV/ AIDS education, prevention care and treatment.
  • Previous supervisory/managerial experience required.
  • Ability to handle multiple projects simultaneously required.
  • Excellent oral and written communication skills required.
  • Experience in grant writing and fiscal monitoring is required.
  • Demonstrated proficiency in Microsoft Word, Excel, PowerPoint is required.
  • FQHC Article 28 experience
  • Multi-level experience with EMR or Electronic Medical Record and Practice Management.

Nice To Haves

  • Master’s level preferred.
  • Background in social work (LMSW or LCSW) preferred.
  • Experience in project management preferred.

Responsibilities

  • Ensuring that services supported with Health Resources Services Administration (HRSA) RWHAP funds fall within the legislatively-defined range of services for the Ryan White program and meet set quality measures.
  • Managing day-to-day activities to diagnose, treat, prevent, and respond as part of the "Ending the HIV Epidemic: A Plan for America" initiative.
  • Monitoring funds to support only the HIV-related needs of eligible individuals and connecting these services to the client’s HIV care and treatment or caregiving relationship to a person living with HIV (PLWH).
  • Supervising medical case management and other administrative support staff in alignment with RWHAP service definitions.
  • Overseeing program recruitment and talent management, including diversity and inclusion, payroll, coaching, training, disciplinary actions, performance reviews, and developing internal talent for non-provider staff.
  • Collaborating with the Regional Director, Sr. Admin of CHS, Grant Manager, Chief Medical Officer (CMO), and QI Team to establish quality goals, objectives, and strategies for Ryan White Program performance and outcomes.
  • Managing the program's fiscal responsibilities, including tracking expenditures, invoicing, procurement, budget development and modifications, timely fund expenditure, and identifying funding opportunities.
  • Facilitating annual competing and non-competing grant applications for the Ryan White Program.
  • Planning, coordinating, updating, and facilitating meetings, training manuals, policies, procedures, and program guidelines to develop Ryan White Program staff and keep them informed on program issues, patient issues, new program development, and quality assurance.
  • Participating in quality management meetings to create quality goals.
  • Functioning as the liaison between the Part C Program, partner organizations, and HRSA project officer.
  • Monitoring the HRSA website and EHB, researching, ordering, and/or developing HIV-related educational material and programs for patients and providers, and staying current with scientific advances affecting HIV Care and Treatment.
  • Writing and developing grants for continued funding under Part C, progress reports, and other HIV-related grant opportunities.
  • Developing, managing, and executing Part C strategic plans, reviewing community surveillance data for needs assessments, identifying areas of opportunity, and presenting strategic plans to management and the Board of Directors.
  • Assisting with the development of public relations and communications strategies.
  • Supervising line staff by articulating expectations, displaying model behavior, maintaining open communication, and clarifying roles and relationships.
  • Identifying open positions and following hiring and training procedures in a timely manner.
