The Program Director oversees all phases of program execution, from inception through completion, and serves as the primary liaison with customers and Government stakeholders. The position manages multidisciplinary engineering, logistics, and shipyard support across CONUS and OCONUS locations. It drives safe, on-schedule ship repair, modernization, transfer, upgrade, and sustainment activities, ensuring alignment with Navy direction, foreign-customer objectives, and NAVSEA standards. The role also coordinates shipyards, OEMs, subcontractors, technical teams, and company personnel while maintaining program performance and customer satisfaction.

Requirements

  • Bachelor’s degree in a specific engineering discipline or a business-related field.
  • Demonstrated Foreign Military Sales experience.
  • Experience managing complex, multi-CLIN DoD or Navy programs, including planning, execution, cost and schedule tracking, and risk management, while leading cross-functional engineering, technical, and logistics teams and subcontractor personnel.
  • Experience with naval vessel maintenance, repair, overhaul, activation/reactivation, and shipyard work.
  • Experience coordinating with foreign customers and executing OCONUS ship repair, training, and support activities.
  • Understanding of NAVSEA standards, NSTM/NSTP, MIL-STD requirements, Work Items, and configuration-management systems (WSF, SCLSIS, ROMIS, FOMIS, MEL).
  • Ability to obtain and maintain a SECRET security clearance; must be a U.S. citizen eligible for the clearance.
  • Ability to travel domestically and internationally, including extended stays supporting overseas customer engagements.
  • Ability to obtain and maintain base access and a CAC card.

Nice To Haves

  • Hands-on experience with ship alterations, system upgrades, and integration of legacy U.S. Navy systems with foreign or international systems.
  • Experience overseeing shipyard production plans, quality plans, and critical-path scheduling.
  • Ship-transfer program experience, including reactivation, transit planning, storm-evasion planning, and situation/movement reporting.
  • Project Management Professional (PMP) certification.
  • Experience directing multi-site or complex naval programs, including shipbuilding or overhaul environments.
  • Experience supporting international customer engagements involving foreign-government information and Controlled Unclassified Information (CUI) handling requirements.
  • Current, active DoD security clearance.

Responsibilities

  • Serve as the primary customer contact for program activities and lead reviews of cost, schedule, and technical performance.
  • Set program strategy, establish overall budget schedules, and ensure performance standards are realistic and attainable.
  • Participate in contract and contract-change negotiations; coordinate proposals, business plans, work statements and specifications, operating budgets, and contract financial terms and conditions.
  • Serve multiple customers and develop and manage plans across several subcontractors.
  • Direct employees, including management-level personnel, across technical, manufacturing, and administrative functions.
  • Establish milestones, manage adherence to master plans and schedules, and proactively resolve program issues.
  • Develop new business or expand services with the customer.
  • Develop mechanisms to monitor progress and support intervention and problem solving with project managers, line managers, and clients.
  • Coordinate with shipyards, Original Equipment Manufacturers, and other subcontractors to execute ship alteration, repair, and overhaul work packages.
