About The Position

The Program Director is responsible for the daily operation of the congregate treatment program and for ensuring that program activities are designed to effect the lasting rehabilitation of residents. The role ensures the program operates in full compliance with Part 595 of the Mental Hygiene Law, organization requirements, Medicaid standards and requirements, and Psychiatric Rehabilitation. The Program Director must have knowledge of mental illness, substance abuse, restorative services, and HIPAA. This is an exempt position.

Responsibilities

  • Recruit, hire, evaluate, and discipline staff of HOGAR ARIEL, Congregate Treatment Program, including termination if necessary. Obtain written verification of employment, education, and references before offering employment. Maintain verification files for review.
  • Ensure that recruited individuals meet program needs, Part 595 requirements, and are qualified for their respective positions.
  • Ensure staff employment schedules align with supportive service needs and resident availability, recognizing the program operates 7 days a week, 24 hours a day, requiring at least two staff on duty at all times, including evenings, weekends, and holidays. Staff schedules should be flexible to meet resident needs.
  • Develop and maintain a monthly on-call beeper coverage schedule for resident crises and emergencies, including managerial, supervisory, and direct care personnel. Post the schedule and distribute it to residents, staff, and the executive director in advance.
  • Participate in the orientation of newly hired personnel.
  • Participate in the intake and admission process for applicants and in discharge planning for program participants.
  • Ensure supportive services are delivered to residents according to their needs, goals, and desires as outlined in individual service plans, and assist in emergency situations.
  • Assist in establishing and maintaining linkage agreements with local support service providers and review these agreements annually.
  • Supervise and direct housing program staff through regular individual and group supervisory meetings, on-site performance observations, and monitoring staff whereabouts. Maintain minutes of all supervisory meetings.
  • Respond to resident crises, emergencies, and situations requiring immediate staff action.
  • Participate in case conferences with residents and program staff.
  • Develop, maintain, and participate in ongoing staff in-service training, including developing an annual training schedule with topics, dates, and attendees. Maintain an annual in-service training record for distribution.
  • Ensure timely assessment of residents, development and review of individual resident service plans, and completion of progress notes.
  • Conduct regular quality assurance and utilization reviews of resident case records to ensure compliance with OMH and Medicaid requirements and organizational objectives. Forward written summaries of findings to relevant staff and maintain copies in employee personnel files where necessary.
  • Conduct regular reviews of resident rooms and common areas with program staff and maintenance personnel. Maintain a written summary of findings on-site, addressing corrective actions.
  • Work with the organization's consulting firm as required to ensure compliance, providing requested information and data.
  • Monitor staff time cards for lateness, early departures, and whereabouts, ensuring proper clock-in/out procedures. Indicate authorized exceptions on time cards.
  • Prepare bi-weekly time sheets.
  • Maintain statistical data and other information as required by OHM and the President/CEO.
  • Maintain a current inventory of program supplies and equipment according to the organization's system and recommend orders.
  • Attend conferences, seminars, and in-service training as required.
  • Represent the President/CEO at meetings as needed.
  • Ensure the confidentiality of residents at all times.
  • Review Admission Notes, Service Plans, Service Plan Reviews, and Progress Notes for completeness, compliance with resident needs, strengths, desires, and goals, and adherence to OMH and Medicaid requirements. Act as QMHS in the absence of the Supervisor/Case Manager.
  • Attend meetings of the Board of Directors as needed.
  • Ensure all reports, statistical data, personnel evaluations, resident case records, and program files are current and up-to-date.
  • Ensure administration and maintenance of all governmental, organizational, and accreditation rules, regulations, guidelines, and standards governing the program.
  • Perform related and additional duties as required.
  • Be On Call 24/7.
