About The Position

High Point & Affiliated Organizations (HPAO) is a health and human service agency dedicated to treating and preventing substance use disorders and mental illness. With programs across Southeastern Massachusetts, HPAO offers a comprehensive continuum of care, including inpatient, outpatient, residential, and community-based services. The agency also supports survivors of abuse, violence, and families experiencing homelessness. Requirements

  • Must always present as courteous and professional.

  • Excellent verbal and written communication skills, including the ability to organize ideas in a logical and clear fashion.
  • Proficiency and knowledge of basic computer skills and software programs, including the ability to learn, use, and train High Point and Affiliated Organization (HPAO) Electronic Health Records (EHR).
  • Ability to work with others in a cooperative and collaborative manner.
  • An understanding of the relationship between substance uses and mental health issues and/or self-help programs.
  • An understanding of boundaries and ethics.
  • Comply with Federal Regulations, 42 CFR Part 2, Substance Abuse Confidentiality Regulations and HIPAA Regulations.
  • Certification in the HPAO approved de-escalation program.
  • Minimum of 2 years' supervisory experience.

  • 5+ years' experience in a behavioral health setting preferred.

Responsibilities

  • Develop a comprehensive and evidence-based treatment program compliant with all laws, regulations, and organizational policies.
  • Oversee hiring, training, supervision, and evaluation of all program staff.
  • Ensure staffing meets all requirements and adequate coverage for regulatory needs.
  • Annually review job descriptions and complete performance evaluations for supervised staff.
  • Ensure accurate and timely completion of all required documentation.
  • Assist in preparing the annual budget and managing expenses.
  • Keep COO/DON informed of critical incidents, program productivity, client caseloads, expenditures, and potential issues.
  • Attend management meetings and represent the facility in community meetings.
  • Train and oversee compliance with resident confidentiality laws (HIPAA, CFR 42 Part 2) and report breaches.
  • Maintain reliable work attendance and respond to after-hours emergencies.
  • Demonstrate skill in supervision, coaching, and disciplinary documentation.
  • Prepare reports and correspondence for licensing and accreditation boards.
  • Collaborate with community organizations to enhance communication and service delivery.
  • Participate in budget development and monthly review processes.
  • Routinely review client charts to ensure compliance with licensing and accreditation standards.
  • Manage advertising, interviewing, hiring, and training of new staff.
  • Participate in RFR processes for current and new programming.
  • Ensure clinical activities align with quality assurance, utilization review, and staff development plans.
  • Communicate effectively orally and in writing.
  • Meet deadlines and carry out responsibilities with minimal direction.
  • Maintain CPR, Crisis Management, and other mandatory trainings.
  • Provide direct client services as needed, including evaluations, counseling, crisis management, and aftercare planning.
  • Provide clinical and daily administration of the Outpatient Program to ensure quality care and access.
  • Provide on-call program support for patient clinical emergencies on a rotating basis.
  • Provide direction, supervision, and evaluation of treatment services according to standards and regulations.
  • Oversee implementation of HPAO policies and procedures related to service delivery and operations.
  • Provide direct oversight and supervision of operations staff for the outpatient program.
  • Conduct weekly management meetings for the leadership team, including incident and utilization review.
  • Manage profit and loss responsibilities and assist in budget preparation, implementation, and review.
  • Monitor expenses and fiscal operations.
  • Fulfill Access Coordinator responsibilities as required by BSAS.
  • Conduct chart reviews to ensure documentation meets compliance/quality standards.
  • Monitor incident reports for timely and accurate reporting to relevant agencies.
  • Participate in Sentinel Event and RCA reviews as needed.
  • Complete patient/staff complaints and grievances per policy.
  • Ensure program tally card chart audits, indicators, and documentation are prepared timely.
  • Participate in facilitating CQI/NIATx projects within the program.
  • Continuously monitor CLAS expectations and ensure the CLAS plan is completed annually.
  • Review required environmental annual reports.
  • Participate in and follow recommendations from Health & Safety and Proactive Risk Assessment reports.
  • Attend mandatory trainings.
  • Participate in marketing and community outreach activities.
  • Represent the agency in community meetings and act as a liaison to collaborating community services.
  • Represent the agency in provider meetings as assigned.
  • Perform other duties as assigned by COO and President/CEO.
