About The Position

The Program Director is responsible for managing the services delivered to a designated program or set of programs, and the operation of programs. This is a full-time, exempt, salaried supervisor role. The Program Director oversees organization and implementation of direct supports, person-centered planning and implementation, health care, advocacy, stakeholder relations, regulatory compliance, staffing, training, financial management, and maintenance of the physical environment.

Requirements

  • Bachelor's degree (Required).
  • Two to three years of related experience in the Human Services Industry preferred.
  • An equivalent combination of education and experience which provides proficiency in the areas of responsibility listed above may be substituted for the above education and experience requirements.
  • Other education and experience as required by applicable regulations.
  • Current driver's license, car registration and auto insurance if driving on behalf of the Company or providing transportation to individuals receiving services.
  • Licensure(s) as required by state.
  • Medication Management Certificate issued with the completion of Company provided training.
  • Mandatory Reporter Certificate issued with the completion of Company provided training.
  • Other training(s) and/or certification(s) per state requirements and/or service line.
  • For specific programs: AZ Behavioral Health programs must meet BHT requirements.

Responsibilities

  • Ensures consumer and guardian participation in development of service plan and personal futures plan.
  • Coordinates development of each person(s) served personal futures plan.
  • Coordinates scheduling of team meetings (times, dates, locations, etc.) and informs all team members of such.
  • Schedules and chairs screening for program vacancies.
  • Develops waiting list for potential consumer vacancies.
  • Develops and implements service plan within 30 days of moving in, annually, when significant changes occur, and when moving out.
  • Demonstrates knowledge of contractual, legal and regulatory requirements.
  • Monitors to ensure all service sites deliver services in accordance with contractual, legal and regulation requirements.
  • Implements/coordinates any necessary plans of correction from a regulatory body.
  • Demonstrates knowledge of ResCare mission and ResCare Quality Way by creating direction. Demonstrates organization’s commitment and leadership skills.
  • Demonstrates knowledge of ResCare mission and ResCare Quality by customer focus. Demonstrates customer service orientation.

  • Monitors all incident reports to ensure patterns of incidents are addressed.
  • Shares all incident reports with appropriate external agencies (area programs, social services, etc.) when necessary and appropriate.
  • Participates in regularly scheduled regional safety committee meetings.
  • Incidents of consumer abuse, neglect or mistreatment are investigated in a timely and thorough manner. Plan of Correction is initiated to prevent recurrences.
  • Monitors/implements/supervises delivery of service plans and personal futures plan and training of staff.
  • Ensures all written training programs are implemented and revised as needed.
  • Documents consumer progress or regression. Initiates discharge planning if appropriate. Maintains records appropriately.
  • Maintains fiscal spending within limits of approved budget; e.g. household expenses and repairs, vehicle expenses, personnel costs, consultant services, etc.
  • Monitors worker’s compensation and unemployment claims for assigned service site(s). Is proactive in efforts to reduce claims and minimize risk/exposure of agency in these areas.
  • Monitors all consumer finance documentation.
  • Monitors budget variance reports to ensure accuracy.
  • Implements/monitors compliance with ResCare Health and Safety programs.
  • Attends industry functions to promote positive relationships with other providers.
  • Develops positive relationships with all funding sources to promote new business.
  • Uses leadership and communication skills to motivate team members toward agency objectives.
  • Utilizes problem solving/mediation skills when employee to employee conflict arises.
  • Monitors exit interview results and investigate areas of concern that may be identified through this process.
  • Fosters team spirit and company pride among team members and agency.
  • Manages budgeted staff hours to provide effective and efficient service delivery.
  • Implements staff recruitment and retention programs to promote positive work environment.

  • Oversee/participate in the hiring process of all assigned positions in accordance with ResCare policy and local, state, and federal employment law.

  • Ensure all assigned staff receives training and supervision as needed to meet performance expectations.
  • Recognizes staff with Pro team, performance management evaluations, individual development goals, etc.
  • Ensure assigned staff is evaluated fairly and timely in accordance with ResCare performance evaluation procedures.
  • Ensures that all information from upper management is conveyed to employees as applicable and appropriate.
  • Ensures that all job opportunity listings are shared with employees.
  • Maintains and/or monitors training reports to ensure timely training of staff for all assigned service sites.
  • Organizes and implements on-site orientation and training for assigned programs and monitors training compliance and documentation; conducts monthly staff meetings; attends monthly regional meetings and additional meetings as needed.
  • Designs and monitors schedules to ensure that all shifts are covered; monitors and minimizes overtime.
  • Conducts rotating performance snapshots and evaluations for direct reports in consultation with the PD’s manager; reviews and approves Direct Support Professional and other staff member’s performance evaluations.
  • Coaches employees, correcting or directing employee behavior where required; may remove employees at their sole discretion in the event of emergency; may recommend and participate in decisions regarding discipline and termination in consultation with the PD’s manager and Human Resources; manages the termination of Direct Support Professionals or other staff members, as necessary.
  • Responsible for employee safety and workers’ compensation programs; monitors compliance; and assists in returning employees to work; implements, oversees, and trains employees about safety.
  • Acts as the QIDP (if required), writes and approves individual program plans; trains and assists appropriate staff members with implementation of plans across all shifts.
  • Periodically audits individual records and other program documentation for accuracy and completion.
  • Conducts progress meetings and (quarterly, annual, and/or other) reviews as appropriate or determined by the interdisciplinary team; provides and approves written and progress reviews.
  • Oversees licensing compliance for program services and supports; ensures timely and accurate program documentation; implements the Sevita compliance plan and manages individual rights implementation while maintaining confidentiality and adhering to individual rights standards.
  • Implements system and oversees management of individual’s funds and property, assuring safety and accuracy; audits, monitors, and reviews individual’s financial accounts.
  • Maintains productive and professional relations with individuals, families, case managers and other stakeholders; provides regular communication to stakeholders; and acts as point of contact for all stakeholders; implements satisfaction improvement plans.
  • Engages in government and community relations; participates in advocacy efforts and ensures preparedness for home visits (e.g., staff, families, legislators).
  • Implements proactive strategies to reduce or eliminate serious incidents; takes immediate steps to correct potential safety concerns and limit the potential for continued concern or incident; reviews all incidents and directs appropriate response; ensures timely incident reporting; and signs and submits all incident reports as required.
  • Oversees coordination of health care appointments and monitors individual attendance.
  • Oversees system for medication administration, documentation, and security; reviews documentation for accuracy and completeness; ensures all applicable employees are certified or trained in medication administration.
  • Approves purchases of medical supplies and equipment; and ensures training in proper use to all employees.
  • Monitors food service in accordance with dietary plans and to meet regulatory compliance; ensures consideration for special needs, occasions, and individual choice; ensures all applicable employees are certified or trained in meal preparation and/or dietary planning.
  • Approves purchase of food, supplies and equipment; and reviews and monitors monthly invoices for accuracy and budgetary compliance; attests to company credit card statements and monthly invoices in accordance with company policy.
  • Oversees census, attendance information or other required documentation to assure accurate billing; ensures program documentation is accurate, complete, and compliant; monitors utilization between authorization and provision of services and supports.
  • Monitors staffing hours for budgetary compliance.
  • Develops understanding of program growth strategy and supports implementation of growth initiatives within the program.
  • Monitors census performance for their location(s) and escalates potential service disruptions that impact census to the Area Director and Regional Director.
  • Reviews referrals to validate fit for specific locations and identifies and escalates potential barriers to serving individuals to the Area Director and Regional Director; coordinates and prepares for in-person site visits at locations during referral process.
  • Coordinates preparations required for expected placements including staffing, funding, home set-up, and safety requirements.
  • Ensures vehicles are properly maintained, clean, and safe by consulting with maintenance personnel; implements training procedures for maintenance and safe operation of company-owned vehicles, including reviewing checklists on a regular basis; addresses known safety concerns with employee vehicles or other means of transportation, for the safe transport of individuals.
  • Monitors and implements strategies to assure neat, clean, and safe program environments (internal and external); ensures age appropriate and esthetic decoration.
  • Oversees environmental safety program; establishes preventive maintenance schedule; maintains furnishings, equipment, and facilities in good repair and compliant with regulatory standards.
  • Performs other duties and activities as required, including backfilling roles under your supervision.
  • Must be available on-call to support staff, find coverage or cover shifts as needed.
  • Performs other related duties and activities as required.
  • Manages the Direct Support Professionals, Program Supervisors and other direct or indirect staff members of the program.
  • Completes performance evaluations, orientation, and training.
  • Makes decisions on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions.
  • Resolves employee problems within position responsibilities.
