About The Position

Supply Chimp is seeking a strategic, operationally minded Program Director, IT & MATOC Programs to lead the performance, governance, compliance, and growth of its IT-focused contract portfolio, including NASA SEWP and other Multiple Award Task Order Contracts (MATOCs). This role is crucial at the intersection of contract management, operations, compliance, technology, and business growth. The Program Director will act as Supply Chimp's internal subject-matter expert on NASA SEWP and other federal IT contract vehicles, ensuring disciplined execution and positioning the company for future growth. This involves close collaboration with Business Development, Contracts, Finance, Operations, Technology, and Vendor Partnerships to strategically pursue opportunities, ensure compliant contract execution, and scale processes as the business expands. This is a high-impact role with significant organizational visibility, requiring a balance of compliance, operational excellence, customer support, cross-functional collaboration, and business objectives in a fast-paced environment.

Requirements

  • 7+ years of experience managing federal IT contracts, GWACs, MATOCs, or similar government contract vehicles.
  • Strong understanding of FAR, federal procurement regulations, compliance requirements, and government IT contracting.
  • Experience leading cross-functional contract execution and governance efforts.
  • Experience implementing, managing, or optimizing contract management systems, ERP systems, or similar operational platforms.
  • Strong operational, analytical, and problem-solving skills.
  • Demonstrated experience leading and developing teams.
  • Excellent written, verbal, and interpersonal communication skills.
  • Ability to work during our core business hours of 7:00 AM to 4:00 PM PST.
  • Excited about remote work and collaborating across a distributed team.

Nice To Haves

  • Experience with NASA SEWP strongly preferred.

Responsibilities

  • Own the governance, performance, and compliance of NASA SEWP and other IT-focused contract vehicles.
  • Ensure contract execution aligns with Statements of Work, contract requirements, program performance standards, and company objectives.
  • Oversee contract modifications, administrative updates, scope expansions, and contract vehicle lifecycle management.
  • Monitor regulatory and policy changes, including FAR, TAA, NDAA 889, C-SCRM, and related requirements, and implement controls to maintain compliance.
  • Serve as an escalation point for complex compliance issues, task order disputes, and execution risks.
  • Oversee the contract lifecycle from RFQ through award, fulfillment coordination, invoicing alignment, and performance monitoring.
  • Direct the intake, evaluation, and governance of RFQs and task orders to ensure alignment with contract scope, pricing strategy, and execution capability.
  • Establish standards and operating processes for compliant and competitive quote development.
  • Lead required contract reporting, fee reconciliation, audit preparation, and administrative deliverables in partnership with Finance and other stakeholders.
  • Serve as the executive sponsor and primary business owner for systems supporting IT and MATOC program execution.
  • Partner with Technology to improve workflows, automation, reporting, and visibility.
  • Translate contract requirements into scalable processes, dashboards, controls, and operational standards.
  • Drive continuous improvement efforts that reduce manual effort, improve compliance, and enhance execution.
  • Lead and develop team members responsible for sales support, order management, vendor coordination, fulfillment, and contract administration.
  • Create clear expectations, accountability, and performance standards that support growth and execution.
  • Partner closely with Business Development to assess operational readiness for new opportunities and contract vehicles.
  • Collaborate with Finance, Operations, Technology, Vendor Partnerships, and Contracts to support successful program performance.
