About The Position

Lutheran Family Services Rocky Mountains is a nonprofit, human services agency dedicated to providing support to children and families across the Rocky Mountain region. The Child and Family Services Division offers a range of programs including Foster Care (traditional, Unaccompanied Refugee Minor, and Long-Term Foster Care), Adoption and Pregnancy Counseling, Older Adult Services, and Family Support & Education. The Long-Term Foster Care (LTFC) program specifically supports Unaccompanied Children (UC) in federal custody while they await resolution of their immigration cases, placing them with licensed foster families and enabling them to attend public school for normalized experiences. This Program Director role is Denver-based with an expectation of regular presence in the Ft. Collins office (average: 1x per week).

Requirements

  • Bachelor's degree in a social or behavioral science with a minimum of five (5) years of experience in an administrative capacity, including three (3) years of child welfare and/or experience working with refugee and/or immigrant populations.
  • OR Master's degree in a social or behavioral science with at least two (2) years of experience in an administrative capacity, including one (1) year of child welfare and/or experience working with refugee and/or immigrant populations.
  • Maintain a valid driver's license.
  • Carry personal auto liability insurance at the level of $100,000/300,000/100,000.
  • Familiarity with or ability to follow practice standards, including applicable local, state and federal regulations and guidance, and contractual requirements.
  • Experience with crisis management, problem solving, and mediation best practices.
  • Maintain consistency of program documentation and ensure that documentation and reporting is completed thoroughly, with high quality, and in a timely manner.
  • Ability to communicate professionally and cooperate with colleagues, other professionals, community partners, and other individuals involved in the care and coordination of services.
  • Proof of immunization or immunity (within 120 days of hire) to Varicella, MMR, Tdap, and annual Influenza; or an approved exemption from Human Resources (due to ORR policy requirements for staff working directly with Unaccompanied Children).

Nice To Haves

  • Two or more years' experience with budgetary or fiscal management responsibilities strongly preferred.

Responsibilities

  • Overall management of the programmatic, administrative, and operational systems for the provision of care and services.
  • Maintain program efficiency and compliance.
  • Communicate effectively with key stakeholders.
  • Maintain fiscal oversight of the annual program budget.
  • Select, supervise, and evaluate program personnel, providing case and administrative supervision.
  • Maintain oversight and decision-making authority over all positions in assigned programs.
  • Develop, interpret, and implement program operational philosophy, goals, and objectives congruent with agency mission, vision, values, and strategic direction.
  • Recruit, train, and support program personnel and promote a positive and supportive work environment.
  • Manage offices and program budgets to ensure positive financial performance and responsible stewardship of agency resources.
  • Ensure program adherence to federal and state regulatory requirements, agency policy, and contractual obligations.
  • Provide oversight and administration of foster care services, including child welfare best practices and program management.
  • Maintain the delivery of quality services consistent with state licensing and standard operating practices.
  • Oversee the timely preparation and submission of documentation for services and reporting purposes.
  • Maintain current knowledge of trends, practices, concerns, and issues in child welfare, refugee resettlement, abuse & neglect prevention, and family preservation services.
  • May provide direct services and participate in on-call rotation.
