About The Position

Parsons is seeking a Program Director for a major project in the New York Metropolitan area, focusing on the Preliminary Engineering and Environmental phase, and the development of final design or design-build bridging documents. This role involves significant external engagement with upper levels of NYCDOT and other agencies, as well as City and State government. Internally, the Program Director will lead and manage a large team of Parsons employees and partner firms to ensure project completion on schedule and within budget, adhering to contractual obligations. The position is responsible for scope development, management, and commercial performance to achieve project goals. The ideal candidate will have experience in delivering complex rehabilitation or reconstruction projects through preliminary design and environmental phases, and have overseen the preparation of bid documents for projects exceeding $500M, with typical projects ranging up to $4 billion. Experience with complex construction staging strategies for operational transportation facilities is a plus.

Requirements

BS degree in Civil Engineering with 20+ years of related engineering work experience.
Broad general technical and business background.
Professional Engineer registration in New York.
Meet Parsons' project management certification requirements.
Proven ability to perform in a management capacity.
Excellent written and oral communications skills.
Thorough knowledge of industry practices and regulations.
Knowledgeable of current technology and its effective utilization on the project.
Solid understanding of business practices and track record of using these skills.
Delivered an EIS for a complex, urban transportation infrastructure project with a construction cost >$500M.
Experience in plan preparation for the design of bridge and/or highway infrastructure projects >$500M, or the design-build bridging documents of a comparable scale.
Experience leading multidisciplinary teams consisting of bridge, highway, traffic, environmental, utility, geotechnical, structural, construction staging, and public outreach professionals.
Demonstrated success collaborating in dynamic, multi-stakeholder environments.
Experience presenting technical recommendations and project updates to executive leadership, public agencies, elected officials, and community stakeholders.

Nice To Haves

Demonstrated experience developing and managing complex construction staging strategies for transportation facilities that must remain operational during construction.
Experience delivering projects for NYCDOT and/or NYSDOT within the five boroughs.
Experience with interstate highway facilities, urban viaducts, major bridge rehabilitation programs, and/or transportation megaprojects.
Experience managing complex project schedules, identifying critical-path activities, and implementing schedule recovery and acceleration strategies.

Responsibilities

Defines, with the Client, the project vision, goals, and objectives.
Manages project risk.
Provides general oversight of design and other technical work, and administration.
Communicates with NYCDOT and provides direction to the project team.
Acts as the Company representative with the client and subcontractors during program execution.
Negotiates changes to the scope of work with the client and key subcontractors.
Follows up on instructions and commitments associated with the project.
Interacts with the public representing the NYCDOT, at the client’s request.
Challenges technical assumptions, schedules, and project delivery approaches, and proactively develops alternative solutions.
Participates in negotiations with regulatory agencies and in public meetings with stakeholders.
Oversees the establishment of the Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other required documents.
Establishes program requirements and monitors deliverables for adherence.
Plans, directs, supervises, and controls all business, technical, fiscal, and administrative functions of the assigned project.
Assigns responsibility for executing project plans to key subordinates.
Provides input to performance reviews and development plans for subordinates.
Mobilizes company resources to create effective project teams.
Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans.
Ensures the project meets or exceeds established goals.
Works with key project individuals to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate scope changes.
Advises the client and company management of any changes.
Promotes technical and commercial excellence through Quality Assurance processes.
Monitors and reports project progress, milestones, and any conditions affecting cost or schedule.
Establishes weekly meetings to review project status and formulate action items.
