About The Position

CSET is seeking a qualified candidate to join the Youth Workforce Development team at the Visalia Navigation Center. This role focuses on developing, coordinating, and facilitating the day-to-day operations of the Homeless Housing, Assistance & Prevention (HHAP) Program for individuals aged 18-24 and their families, in collaboration with the Department Director/Senior Program Coordinator. The Program Coordinator is expected to possess in-depth knowledge of program offerings, conduct outreach and recruitment, manage caseloads effectively, build and maintain relationships with key stakeholders, and generate reports to meet program requirements. The role involves conducting ongoing needs assessments to create personalized housing plans, providing support and information, ensuring referrals, and advocating for individuals. This is a new program where the incumbent will have the opportunity to shape and refine it under departmental leadership, ensuring a 'housing first' approach is implemented.

  • Ability to develop and maintain effective relationships with landlords, property managers, community partners, and service providers.
  • Strong facilitation and group engagement skills to support Youth Action Board meetings and leadership development.
  • Ability to assist participants with budgeting, financial literacy, income and expense planning, and housing sustainability.
  • Basic knowledge of project budget monitoring, expenditure tracking, documentation, and grant compliance.
  • Ability to maintain accurate, timely, and confidential participant and program records, including HMIS documentation.
  • Strong problem-solving, conflict-resolution, and decision-making skills.
  • Ability to work independently and collaboratively using a respectful, trauma-informed, Housing First, and participant-centered approach.
  • Ability to read and interpret documents; ability to write routine reports and correspondence; ability to speak effectively with groups of customers or employees of the organization.
  • Ability to apply common sense understanding to carry out instructions furnished in written and oral form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to research solutions and problem-solve without direct instruction.
  • California Driver's License and proof of auto insurance required.
  • Must be able to sit, walk, and stand for long periods.
  • Must have the visual ability to perform detailed work at close distances (computer screens).
  • Must be able to bend, stoop, and reach; must be able to exert physical effort in light to moderate work involving lifting up to 25 lbs., carrying, pushing, and pulling.
  • Must be able to read, understand, and explain various forms of written material.

Responsibilities

  • Coordinate and support the Youth Action Board (YAB), engaging young adults with lived experience of homelessness or housing instability in leadership and advisory roles.
  • Recruit and engage YAB members, coordinate meetings and activities, support leadership development, and facilitate participation in community and Continuum of Care activities.
  • Ensure lived-experience perspectives are incorporated into program planning, evaluation, and continuous improvement.
  • Provide Rapid Rehousing services for eligible young adults experiencing homelessness to help them obtain and maintain safe, stable, permanent housing.
  • Conduct intake, assessment, enrollment, and develop/review individualized Housing Stabilization Plans.
  • Provide case management, housing navigation (including housing searches, rental applications, landlord communication, addressing barriers, lease-up, and move-in activities), and ongoing housing stabilization support.
  • Coordinate allowable housing-related financial assistance and assist participants with financial literacy, budgeting, income/expense planning, and preparation for post-assistance housing maintenance.
  • Assess participant needs and connect individuals to appropriate community resources, supportive services, and benefits (employment, education, transportation, identification, healthcare, behavioral health).
  • Assist with the coordination, monitoring, and implementation of Youth Action Board and Rapid Rehousing project activities.
  • Monitor project budgets and expenditures, maintain supporting documentation, track program outcomes and participant progress, and assist with required reports.
  • Ensure activities and expenditures comply with approved funding requirements.
  • Maintain accurate participant files, case notes, housing and financial assistance records, YAB documentation, project records, and HMIS documentation.
  • Coordinate with supervisors, fiscal staff, housing providers, community partners, Continuum of Care, Coordinated Entry, and other stakeholders.
  • Perform other related duties as assigned to support program operations, participant services, and grant objectives.
