About The Position

The Program Coordinator III coordinates, administers, and governs the Division’s Professional Services Program, encompassing Construction Engineering & Inspection (CEI), Limited Services Contracts (LSC), and General Engineering Services Consultant (GESC) engagements. The incumbent serves as the program lead and process and policy expert, establishing procedures, applying relevant policies and regulations, resolving program issues, and engaging stakeholders to support compliant and efficient delivery of services across the Division. GESC arrangements provide consulting support for NCDOT project development and reviews under defined restrictions and program guidance; this role ensures division-level execution follows those requirements. The position supports a high-volume, high-risk program associated with Division 14 project delivery, including oversight of multi-million-dollar consultant contracts supporting current and upcoming transportation projects. Accuracy and compliance are important to proper state and federal reimbursement. Working under general supervision, the position has authority to initiate and implement program procedures, interpret and apply policy, and coordinate program functions across Resident Engineers’ Offices, District Offices, Project Development, and the Construction Unit. Outcomes are reviewed through conferences, audits, and results and performance measures. The position exercises independent judgment to establish and apply procedures, recommend policy clarifications and system or process improvements, approve or counter operational actions within delegated limits, and promote consistent interpretations across units. It may lead and provide functional guidance to administrative and clerical personnel supporting program activities. Duty station may vary depending on work assignment. A valid driver’s license and ability to legally operate a motor vehicle are required because of occasional business-related travel and vehicle operation during technician duties. Travel may include trips between company locations or work sites, meetings, training sessions, and field visits to verify formats and acceptable surveying standards and procedures.
