Requirements

  • Bachelor’s degree from an appropriately accredited institution; or an equivalent combination of education and experience.
  • Must have a valid NC Driver License.

Nice To Haves

  • Demonstrated experience of basic accounting and financial data analysis.
  • Demonstrated experience interpreting and applying the federal and state laws, rules and regulations that govern the Community Development Block Grant (CDBG) and Appalachian Regional Commission (ARC) programs.
  • Demonstrated experience organizing and assisting with public meetings and conferences with local government, civic leaders, and other professionals.
  • Demonstrated experience with Microsoft Word, Outlook, Excel and PowerPoint.

Responsibilities

  • Oversee multiple federal programs including Community Development Block Grant (CDBG) and related programs, Appalachian Regional Commission, and Southeast Crescent Regional Commission.
  • Work with other senior managers, the Federal Program Compliance Specialist and Regional Development Commissions Grants Management Representatives.
  • Serve as the program assistant to the directors and the main program contact for customers, and coordinate transactional activities.
  • Provide administrative support including schedule and travel management for the directors and sr. managers.
  • Coordinate requisition processing for Appalachian Regional Commission (ARC) and Southeast Crescent Regional Commission (SCRC) from origination to payment.
  • Prepare and process Budget Authorizations (BDA) for ARC, SCRC, and CDBG staff travel.
  • Assist with federal program application processing and tracking.
  • Perform program application reviews for accuracy and completeness.
  • Prepare Grant Agreements, Fiscal Agent Agreements, and Funding Approvals for ARC, SCRC, and CDBG programs.
  • Administer and maintain databases and information systems including Appalachian Regional Commission Network (ARCnet), Grant Management System (GMS), and supporting Excel spreadsheets.
  • Develop and maintain contact information for internal and external stakeholders, including consultants, grantees, and community partners.
  • Maintain compliance and ARC files.
  • Review for completeness and report findings of federal cross-cutting compliance plans.
  • Assist with writing, proofing, and tracking of updates to Standard Operating Procedures and policy bulletins.
  • Work with Communications for web postings and content management.
  • Support needs for ARC and CDBG training including traveling to other sites, preparing PowerPoints, recording online meetings, and creating training and application packets.
