About The Position

As a Program Controls Analyst within our Transmission Program Management Office (TPMO) at Oncor, you’ll support our program application under the supervision of the Program Supervisor. The role acts as a liaison between Information Technology (IT) personnel, vendors, and transmission business units, with responsibility for the ongoing management of the program application. Regularly, this position will collaborate with stakeholders to understand business needs; collect, evaluate, and coordinate system enhancement requests; refine and document requirements; communicate business needs to the program steering committee and, under their direction, to IT personnel for development; assist with the IT governance process; and provide day-to-day user support. Requirements

  • Strong project management skills with experience supporting large IT applications.
  • Must possess good interpersonal and communication skills, both verbal and written, including the ability to inform, advise, instruct, and persuade.
  • Ability to build and maintain strong relationships across cross-functional teams, including both technical and non-technical stakeholders.
  • Ability to collect and analyze business processes and translate to IT software personnel for development.
  • For Program Controls Analyst: High school diploma, GED or equivalent and 2+ years of relevant Project Management experience OR Bachelor’s Degree in Information Technology, Engineering, Computer Science, Business, Project Management or related and 1+ years of relevant Project Management experience required.
  • For Senior Program Controls Analyst: High school diploma, GED or equivalent and 3+ years of relevant Project Management experience OR Bachelor’s Degree in Information Technology, Engineering, Computer Science, Business, Project Management or related and 2+ years of relevant Project Management experience required.

Responsibilities

  • Determine project scope to analyze, define, and understand business requests, gather information, define process flows and business cases, and gather time estimates for program improvements.
  • Participate in and/or lead meetings to communicate updates and status regarding program to stakeholders, IT personnel, vendors, and management.
  • Perform gap analysis and develop future solution strategies by working closely with business units, IT personnel, and vendors.
  • Collaborate across business units and support communication with relevant stakeholders to determine operational objectives, understand business needs, assess the impacts of business requests, document and refine requirements, and assist with the IT governance process.
  • Act as a liaison between business units, the program steering Committee, IT, and vendors, communicating business needs and technical requirements for development.
  • Project management activities included, but were not limited to, driving functional stakeholder alignment with stated yearly objectives while monitoring and alleviating roadblocks for project implementation.
  • Test and provide quality assurance for implemented changes to include validation of functional specifications, data, and general testing.
  • Recommend controls by identifying problems and developing improved procedures.
  • Develop and document processes and procedures within the TPMO organization.
