About The Position

Groundswell is seeking a Program Control Manager to join the Business Management leadership team at our McLean, Virginia location. This role is integral to the company's success, focusing on leading and developing a team of cost analysts. The Program Control Manager will oversee critical financial functions including funding analysis, program financial analysis, developing Estimates at Complete (EACs), proposal activities, audits, contract deliverables, and ad-hoc requests. This position demands a high work ethic and strategic adaptability in a fast-paced environment. The Manager will also provide functional oversight for the Cost Management department, focusing on employee engagement, staffing, and development. Collaboration with the finance team on implementing new or automated tools to enhance efficiency and accuracy is also a key responsibility. Furthermore, the role involves developing employee skills, evaluating performance, implementing and analyzing performance tracking, providing support to Project Managers (PMs), analyzing and preparing cost and schedule reports, developing and reviewing EACs, and conducting variance analysis research and reporting. The focus will be on achieving uncompromising quality, accountability, and team performance, ensuring team members understand their roles and impact on financial results.

Requirements

  • Bachelor’s Degree with 7 years of Finance/Cost/Business Management experience OR a Master's Degree with 5 years of Finance/Cost/Business Management experience
  • Extensive knowledge of program execution for cost and compliance
  • Strong finance background supporting large complex programs
  • Previous experience managing Program Control Analysts
  • Must be local to the DC Metro Area
  • Requires being onsite in our McLean, VA office 3 days per week

  • Experience with Deltek/Costpoint strongly preferred

Responsibilities

  • Lead, supervise, and train a team of cost analysts.
  • Oversee funding analysis, program financial analysis, and development of Estimates at Complete (EACs).
  • Manage proposal activities, internal and external audits, and contract deliverables.
  • Provide functional oversight of the Cost Management department, including engagement, staffing, and employee development.
  • Collaborate with the finance team on the implementation of new and/or automated tools.
  • Develop employee skills and evaluate employee performance.
  • Implement and analyze performance tracking.
  • Provide support and guidance to PMs.
  • Analyze and prepare cost and schedule reports.
  • Develop, analyze, and review EACs.
  • Conduct variance analysis research and reporting.
  • Ensure team achieves uncompromising quality, accountability, and team performance.
  • Ensure team fully understands their roles and impact on financial results.
