About The Position

This position requires an active TS/Sensitive Compartmental Information (SCI) clearance. The role serves as a subject matter expert in planning, programming, budgeting, and execution (PPBE) administration, and as a budget analyst. The analyst will plan and direct operations in the assigned Program and Budget Branch within the Headquarters U.S. Army Intelligence and Security Command (INSCOM) G6/GISA. This role provides expert advice and guidance within the Planning, Programming, Budgeting, and Execution (PPBE) processes and Program Objective Memorandum (POM) activities in support of the INSCOM G6/GISA. The analyst will perform a variety of budgetary and administrative functions in implementing the Command budgetary program, policies and procedures and supports budget analysis and execution.

Requirements

  • Minimum of Bachelor's degree in finance, accounting, or business related field required
  • 10 years of experience in planning, programming, budgeting, and execution (PPBE), and the POM process.
  • Knowledge of Army IT programming activities including building Program Objective Memorandums (POM) and Intelligence POM submissions
  • Must have good analytical skills, attention to detail, self-motivation, and highly effective organizational skills
  • Solid financial or accounting knowledge and background.
  • Excellent oral and written communication skills to effectively interface with senior military and civilian officials, managers, and subordinates
  • Must be able to adapt to a changing environment
  • Must be proficient in all MS Office suite including Word, Excel, and PowerPoint
  • Should be proficient in Excel and specifically with pivot tables
  • Must have a current TS/SCI
  • Understanding of the Intelligence Community (IC) and IC IM/IT related initiatives, standards, policies; Army/DoD IT management reform & transformation; Performance Management and Metrics; GFEBS, and related DoD and Army financial management systems
  • Must pass pre-employment qualifications of Cherokee Federal

Responsibilities

  • Performs budgetary functions and oversees contractual funding obligations.
  • Supports preparation of the multi-year budget estimates for INSCOM G6/GISA in support of INSCOM IT requirements and associated with various funding programs within INSCOM.
  • Prepares, coordinates, directs, and provides quality control on guidance for use by INSCOM G6/GISA personnel in development of budget estimates.
  • Reviews and analyzes critical portion of HQ staff budget.
  • Directs the consolidation, analyses, and quality control of staff input and submits HQ budget.
  • Implements and reports IAW directives.
  • Interprets and renders authoritative advice and decisions on regulatory requirements, rules, directives, and regulations.
  • Briefs staff and senior executives and higher echelons.
  • Provides technical advice on matters pertaining to funding, programming, and interpretation of policies and regulations to centralized budget personnel and HQ staff.
  • Reviews estimates and supporting data to assure the application of funds, performance against HQDA goals, and budget programs included in HQ staff funding.
  • Initiates, reviews, and recommends approval or disapproval of requests for transfer of funds between HQ Staff Directorates, appropriations, and/or major subordinate commands (MSCs).
  • Participates and assists in the planning, development, and preparation of INSCOM policy, programs and objectives pertinent to Command budget programs which are subsequently submitted to HQDA, DCI/OSD, Office of Management and Budget (OMB), and Congress.
  • Develops data in support of budgetary requirements.
  • Prepares written justification of resource requirement.
  • Develops annual fiscal year budgets for MDEP SCIF-IT and GDIP.
  • Coordinates with INSCOM G6/GISA elements and other agencies to update requirements from prior POM to build current year budget.
  • Prioritizes and builds 1-N list of requirements that is consistent with POM submission but incorporates current year adjustments.
  • Supports briefs to chain of command for approval.
  • Analyzes Army Budget Office (ABO) Funding Letter adjustments and prepares impact statement on program.
  • Supports preparation and submission of MDEP distribution plan to INSCOM G8 Resource Management (RM).
  • Prepares, in coordination with executing agencies, monthly execution plan by Element of Resource.
  • Coordinates with executing agencies and tracks obligation and performance outcomes of executed funding.
  • Updates PAF forms with metrics data for year of execution.
  • Develops and executes end of year spending plan to reallocate all unobligated funding.
  • Determines requirements for annual supplemental funding and submits requests to INSCOM G8 (RM).
  • Tracks Budget Estimate Submission (BES), presents budget positions and runs reports from Army PPBE database and PPBE Tools.
  • Programs SCIF-IT requirements for INSCOM deploying forces and installations in the Army Program Objective Memorandum (POM) as part of the Planning, Programming, Budgeting and Execution (PPBE) process.
  • Conducts economic trends and cost analysis studies to identify and conceptualize budgetary and programming problems and develop alternative solutions involving complex and conflicting objectives.
  • Analyzes and correlates large amounts of narrative and statistical material used in justifying the SCIF-IT funding and realigns resources.
  • Evaluates budget execution to ensure compliance and recommend corrective action when necessary.
  • Evaluates impacts of resource legislation in terms of Army force readiness relating to SCIF-IT and GDIP programs.
  • Collects, processes, and analyzes funding data.
  • Identifies problems and develops recommendations for program and budget execution.
  • Coordinates, validates, prioritizes, and consolidates funding requirements.
  • Formulates, executes, distributes and monitors fiscal year budget.
  • Provide support to IT programming activities from the build of the Program Objective Memorandums (POM) thru the Intelligence POM submissions.
  • Monitor and track execution and provide budget reports for current year dollars and future year funding requirements that support the Command’s Intelligence Information Architecture.
  • Perform asset and portfolio management to support the SCIF IT Program.
  • Support development plans to satisfy validated technical requirements to improve the intelligence information architecture, IT Readiness and IT Logistics.
  • Analyze, recommend solutions, and provide input to INSCOM IT Readiness and IT Logistics.
  • Document, analyze, propose, and provide input and draft documentation for enterprise IT plans, enterprise requirements management and analysis, enterprise IM/IT Investment Oversight and IM/IT Portfolio Management (IT Portfolio Management).
  • Performs other job-related duties as assigned.
