About The Position

The CSP Communication Branch Office Manager provides support and assistance to the Communications Director and five (5) Regional Communication Center Managers in overseeing all aspects of Communications Branch functions. Provide high-level professional support and advanced financial analysis to the Communications Director, five Regional Communication Center Managers, and nine additional HQ FTEs (Project Management, CAD OIT, CJIS, GIS). Act as a business/financial analyst and de facto purchasing agent for the Branch and external units.

Requirements

  • Five (5) years of relevant administrative or financial experience supporting an individual, team, program or organization.
  • Proven Experience, Knowledge, Skills
  • A combination of related education and/or relevant administrative or financial experience supporting an individual, team, program or organization equal to five (5) years.
  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, reference checking and drug test.

Responsibilities

  • Assist the Communications Director in overseeing Communication Branch activities and program support, including providing program support to Statewide Regional Managers.
  • Create and update appropriate systems, i.e. database, spreadsheet, and word processing documents to collect and report Regional Communication Center statistics and functions.
  • Interpret CDPS policies, rules, guidelines that relate to the program on behalf of the Communications Director.
  • Track and ensure accuracy of salary compensation aspects of the Communication Training Officer (CTO) program and all of its incentives.
  • Analyze to ensure accuracy of internal personnel and pay spreadsheets for all Communications personnel.
  • Manage the internal Communications Branch retention table and tracks hiring/probation completion rates.
  • Research, compile, and analyze information required to assist the Communications Branch in maintaining technical communication needs statewide, including telephone systems and smartphones.
  • Coordinate purchasing technical communication equipment for CSP, including new tower sites, improvement and/or repair of existing sites.
  • Provide oversight of procurement of technical communication improvement projects.
  • Review proposals, collaborate with technical advisors, and recommend action to award to specific vendors.
  • Pay all invoices for services and supplies needed for operation of the Communications Branch, including copy machines, cell phones, building janitorial, landline phone charges, utilities, and office supplies.
  • Allocate charges for all assigned ProCard and Travel card holders in US Bank.
  • Provide monthly statements of expenses to the Director for signature and approval.
  • Oversee the management of the operational and personal services budgets for the Communications Branch and five (5) Regional Communications Centers and the Computer Aided Dispatch program including monitoring and management of overtime expenditures and projections as related to the Branch's personal services budget.
  • Coordinate billing user agencies for dispatch services, including deciding the appropriate route for processing funds or nonpayment, billing, and communication for those services rendered, and reports any issues to the Director.
  • Execute IGA/IAA contract development and routing for external partner agencies.
  • Act as the primary CSP liaison for the Federal IPP Collector system for receiving federal funds.
