About The Position

Perrygo is a small, rapidly growing company seeking a highly motivated and energetic Program Analyst - Senior to support their Navy customer in Lexington Park, MD. This role involves performing Functional Economic Analysis (FEA), providing cost estimating and financial management support throughout a program's lifecycle, and presenting plans and recommendations to various stakeholders. The selected candidate will execute task orders and delivery orders for F/A-18E/F and EA-18G Service Life Assessment Program (SLAP)/Service Life Extension Program (SLEP) and F/A-18 E/F Service Life Extension (SLM) Program Indefinite Delivery/Indefinite Quantity (IDIQ) contracts from initiation to completion. This includes establishing contract processes, drafting Requests for Proposals, analyzing contractor proposals, participating in technical evaluations and negotiations, creating Procurement Initiation Documents (PIDs) and Procurement Management Tool (PMT) records, and preparing documentation for PID package approval. The role also involves creating Purchase Requests in the N-ERP financial system, drafting Statements of Work (SOW), Contract Data Requirements List (CDRLs), and providing contract attachments. Additionally, the analyst will enter funding into the Navy ERP system, review contracts for accuracy, manage budgets and requirements with Integrated Product Teams (IPTs), and create obligation-phasing plans, spend plans, continuing resolution plans, and Program Objective Memorandum (POM) submissions.

Requirements

  • 5-12 years of hands on experience in the above-mentioned responsibilities
  • Strong analytical and problem-solving skills
  • Excellent interpersonal skills
  • 3 or more years of hands on experience with Acquisition Management Systems ("AMS") suite of tools.
  • 3 or more years of hands on acquisitions experience.
  • Secret or above security clearance (must be a US Citizen)

  • Experience with CDRLs, PMTs, and CSPT

Responsibilities

  • Perform Functional Economic Analysis (FEA) to evaluate the costs of alternative ways to accomplish functional objectives.
  • Provide cost estimating and financial management support, including all activities that occur during the life cycle of a program.
  • Present plans, recommendations, analyses, and other advice within a broad functional area to customers, site managers, and all employee levels within the project.
  • Prepare studies, plans, and analyses in support of the delivery order.
  • Execute F/A-18E/F and EA-18G Service Life Assessment Program (SLAP)/Service Life Extension Program (SLEP) and F/A-18 E/F Service Life Extension (SLM) Program Indefinite Delivery/Indefinite Quantity (IDIQ) contracts task orders and delivery orders from start to finish.
  • Establish contract process to request estimates, technical evaluations, negotiate and award task orders expediently.
  • Draft Requests for Proposals for future task orders.
  • Analyze proposals from the Contractor.
  • Participate in meetings and negotiations for technical evaluations of proposals.
  • Create Procurement Initiation Documents (PIDs); Procurement Management Tool (PMT) records and all documentation required for routing PID packages for approval.
  • Create Purchase Requests in financial system (N-ERP) to route to Business Financial Managers (BFMs).
  • Create Statements of Work (SOW), Contract Data Requirements List (CDRLs), and provide contract attachments, such as DD254s, Government furnished equipment lists, Independent Government Cost Estimates, Cost and Software Reporting Plans, Technical Directive Checklists, and CDRL Addressee Lists.
  • Enter funding into Navy ERP system for task orders/delivery orders.
  • Review contracts prior to release to ensure each section of the contract is accurate and supports the program office’s needs.
  • Manage budget and requirements with IPT to ensure funds are allocated appropriately.
  • Create obligation-phasing plans; spend plans, continuing resolution plans, and Program Objective Memorandum (POM) submissions.
