About The Position

This position is located in the Office of the Director, Admin & Management (ODA&M), Privacy, Civil Liberties, and Transparency Directorate (PCLTD), Privacy and Civil Liberties Division. The incumbent's primary responsibility is the analysis, oversight, and evaluation of Department of War (DoW) Component compliance with statutory and regulatory requirements to include programs related to Privacy Act policies, systems of records notices, Computer Matching Agreements, and privacy breach reporting.

  • The incumbent must be able to obtain and maintain a Secret security clearance.
  • One year of specialized experience equivalent to the GS-12 in the Federal Service (experience may have been gained in the private sector) which has given me the knowledge, skills, and abilities to successfully perform the duties related to the position being filled.
  • Specialized experience is defined as: (1) Independently conducting in-depth reviews of privacy compliance documentation for legal sufficiency; (2) Providing authoritative guidance to program managers on privacy matters; and (3) Developing and delivering privacy training programs.

Responsibilities

  • Conducts in-depth reviews of privacy-related documentation submitted by Department Components, assessing materials for accuracy, completeness, legal sufficiency, and compliance with applicable statutes, OMB guidance, and Departmental policy.
  • Plans, develops, and implements a department-wide privacy training and awareness strategy.
  • Independently initiates, plans, and conducts complex special projects, management studies, and initiatives that require in-depth analysis of interrelated issues of program effectiveness, efficiency, and productivity.
  • Represents the directorate as a subject matter expert on intra- and inter-agency working groups, task forces, and committees, where they are expected to explain, advocate for, and defend the Department's position on complex and often controversial privacy and civil liberties matters.
