About The Position

The Appalachian Regional Commission (ARC) is seeking a Program Analyst to join its Business and Workforce Investment (BWI) team. This role involves managing a grant portfolio for workforce development, covering the entire grant lifecycle from application review to closing. The analyst will apply expertise in workforce development to grant and project management, coordinate application reviews with internal staff, provide training to applicants and grantees, and offer technical assistance. The position also includes periodic involvement in structuring and reviewing research in coordination with the Division of Research and Evaluation. This position reports to the Division Director.

Requirements

  • Excellent understanding and experience with federal grants management processes and technical assistance consistent with sound business and industry practices, including the ability to monitor, evaluate, and administer assigned grants.
  • Excellent understanding of 2.CFR Part 200 including proven experience in the application of uniform guidance to the full grant lifecycle.
  • Experience navigating a grants management system, specifically the use of a software to monitor grants, track deadlines, generate reports, troubleshoot issues including the ability to effectively articulate the functionality of a system to users such as applicants and grantees.
  • At least 3 years of experience in economic development and workforce development, with proven experience in providing programming, services, and technical assistance to recipients of workforce development programs to access programs to enter or renter the workforce.
  • A successful candidate will understand workforce development barriers in rural areas and have vast knowledge of various programs (local, state, and federally funded) to address issues related to workforce participation.
  • 2-3 years of proven experience in grant management, particularly throughout the life cycle of a grant (pre- and post-award) either as a grantee or as part of a grantmaking organization or agency.
  • At least 3 years of effective oversight of strategic projects and programs and delivery of technical assistance to participants of workforce development programs (e.g., Workforce Investment and Opportunity Act Out of School Youth and Adults, and Dislocated Workers, Apprenticeship, Industry-Specific Training, etc.).
  • Ability to plan, facilitate, and engage diverse groups and individuals, including federal, state, and local partners, resulting in the ability to advance goals in a consultative, innovative, and collaborative manner.
  • Excellent writing skills, including project memos for leadership, program whitepapers, and presentations. Must be able to communicate information to a variety of audiences. Business writing skills are required.
  • Adept knowledge of and ability to apply laws, regulations, rules, policies, procedures, processes, and methods governing the administration of Federal grants, cooperative agreements, and awards including financial methods, procedures, and practices to assess the financial stability of recipient of Federal grants or cooperative agreements.
  • Strong attention to detail, effective customer service communications, and ability to use software such as grants management applications, Excel, and Word.
  • Bachelor's degree required.
  • Core competencies: accountability, adaptability, collaboration, communication, and critical analysis, with an emphasis on quickly solving problems.
  • Ability to thrive in a collaborative environment bringing an energetic and innovative approach to work.
  • Successful completion (prior to hire) & maintenance of background security review; U.S. citizenship required.
  • Ability to travel (up to 25%) and possess and maintain a valid driver’s license.

Responsibilities

  • Manage a grant portfolio of workforce development grants, including the full grant lifecycle (reviews applications, monitors progress, issues amendments, and closes grants).
  • Apply workforce development subject matter expertise in the review and management of grants and projects.
  • Coordinate the review and approval of grant applications by soliciting expertise from internal staff and divisions.
  • Provide training to applicants and grantees.
  • Provide technical assistance to prop and periodically engage in structuring and providing review for relevant research in coordination with the Division of Research and Evaluation.
