About The Position

SCT is seeking a Program Analyst to provide direct support to our team within a national security mission organization. The Program Analyst provides technical expertise and analytical support for nuclear weapons research, development, and engineering programs. Program Analysts provide functional leadership on projects, leading analysis to develop insightful recommendations and solutions. The Program Analyst interacts regularly with the client as a trusted programmatic or technical advisor.

Requirements

  • Minimum 3 years of professional experience, including a minimum of two (2) years of experience in program analysis, project coordination, administrative support for complex programs, or a closely related role
  • Bachelor’s degree from an accredited institution
  • Active U.S. Government security clearance with fully adjudicated T5 background investigation including drug test
  • Experience within the Department of Energy (DOE) or National Nuclear Security Administration (NNSA) environment
  • Subject matter expertise in nuclear weapons applied research, development, and engineering
  • Experience in program management in scientific and engineering environments
  • High-quality written, analytical and problem-solving skills; able to work independently with minimal supervision
  • Knowledgeable with Microsoft Office Suite and SharePoint
  • Excellent oral communication, organizational and inter-personal skills, including ability to interface with executive-level clients

Nice To Haves

  • a Master’s degree or PhD is preferred
  • experience with Office of Engineering & Technology Maturation is highly desirable

Responsibilities

  • Provide technical evaluations, assessments and analyses of various reports and documents.
  • Participate in review meetings, review submitted documents, research identified issues.
  • Perform research on design certification and joint testing issues, and review input from National Laboratories.
  • Assist with activities and interactions with various external agencies and working groups.
  • Assist in reviewing facility programs to: (1) ensure consistency with plans, policy, and law; (2) assess progress of program toward objectives; and (3) identify programmatic issues for resolution.
  • Provide support for the development and production of reports and publications for nuclear weapons research, development, and engineering programs. Assistance in planning, preparing, reviewing, editing, and evaluating major programmatic guidance documents and progress reports.
  • Assist with the preparation of briefings, including production of presentations to be used for presenting to senior management, DoW, the White House, and Congress.
  • Research and provide nuclear weapons development, assessment, and technical recommendations related to research, development, and engineering programs, in response to Congressional or program direction.
  • Assist in developing program plans, program briefings, program implementation plans, program reviews, and other related program management documentation, to include milestones.
  • Develop information briefings to convey and communicate the organizational accomplishments, issues and opportunities, organizational structure, to include activity status.
  • Develop and maintain program management tools (PowerPoint documents, spreadsheets, Milestones, Implementation Plans, Risk Management Plans, and Earned Value Management) to monitor projects, tasks, and budgets.
  • Assist in performing oversight of Test and Evaluation programs
  • Work onsite at client office location
