About The Position

Davis Defense Group, Inc. is seeking a Program Analyst, Journeyman to support the E-130J Mission Systems program. This role involves applying analytic techniques to evaluate program objectives, analyzing requirements, status, budget, and schedules, and performing management, technical, or business case analyses. The analyst will collect, organize, and interpret data related to aircraft/weapon/project acquisition and product programs. The E-130J program is in the Engineering and Manufacturing Development (EMD) phase as an acquisition category (ACAT I) program. The position is responsible for tracking contract execution and performance, developing procurement documents, and applying knowledge of continuous process improvement to track performance for program office efforts.

Requirements

  • Three years or more experience performing duties described in the functional description.
  • BA/BS degree or supplemental experience is required.

Nice To Haves

  • At least 2 years of experience developing and coordinating procurement documentation.
  • Experience with acquisition reviews and cost analysis.
  • Experience with the following: Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Contract Data Requirements Lists (CDRLs), Program, Planning and Budgeting System (PPBS), Statements of Work (SOW), and Procurement Initiation Documents (PID).
  • Familiarity with preparing data for meeting Major Defense Acquisition Program (MDAP) gate reviews to successfully transition into the program’s next phase.
  • Secret, Top Secret preferred clearance level.

Responsibilities

  • Support acquisition management activities in support of the E-130J platform.
  • Assist with creating and updating spend plan in CSPT and staffing demand development in RMT.
  • Facilitate and track spend plans using CSPT.
  • Align SPID entries with the IPT strategy.
  • Respond to and develop program data calls.
  • Coordinate with the E-130J Mission Systems team in the development and processing of SOW, Statement of Objectives (SOO), Performance Based Specifications, CDRLs, Technical Evaluations, and other contractual documentation for contracting efforts.
  • Manage procurements using PMT including development and management of PIDs.
  • Coordinate and prepare actions required for conducting Procurement Planning Conferences (PPC’s).
  • Generate, route, and track Procurement Planning Agreements (PPAs).
  • Input, track, and report PMT actions and milestones.
  • Apply NAVAIR and OSD instructions for acquisition planning, procurement execution, data requirements, milestone reviews, budget development and coordination, and program planning.
  • Participate in status briefs and recommend responses to program inquiries.
  • Serve as Program Analyst lead for managing, tracking and reporting procurement status and activities.
  • Support the operation of the IPT including schedule and organize meetings, address data calls, assess program data.
  • Track program/project status and schedules.
  • Develop and coordinate program documentation, requirements documents, and program and budget/funding resource plans.
