About The Position

ITC Defense is seeking a Program Analyst (Journeyman) to support Naval Air Systems Command (NAVAIR) Foreign Military Sales (FMS) and Security Cooperation programs. This position provides programmatic, analytical, and administrative support to International Program Managers (IPMs), Assistant Program Managers for Logistics (APMLs), and other government stakeholders involved in the planning, execution, and oversight of international acquisition and sustainment efforts. The successful candidate will contribute to program performance, coordination, reporting, and decision-making activities while supporting mission-critical objectives in a dynamic and collaborative environment.

Requirements

  • Active Department of Defense Secret Security Clearance or the ability to obtain and maintain one.
  • Bachelor's Degree from an accredited college or university.
  • Minimum of six (6) years of experience supporting DoD acquisition, Foreign Military Sales (FMS), logistics, program management, engineering, business analysis, or related defense programs.
  • Experience supporting program planning, coordination, reporting, scheduling, or analytical activities.
  • Experience preparing reports, briefings, presentations, or other program documentation.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
  • Strong organizational, analytical, and communication skills.
  • Ability to work independently and collaboratively in a fast-paced team environment.
  • Ability to travel CONUS and OCONUS, as required.

  • Associate's or Bachelor's degree in Business, Management, Logistics, Engineering, International Affairs, or a related discipline.

Responsibilities

  • Provide programmatic, analytical, and administrative support to International Program Managers (IPMs), Assistant Program Managers for Logistics (APMLs), Case Managers, and other government stakeholders supporting Foreign Military Sales (FMS) and Security Cooperation programs.
  • Monitor program requirements, schedules, action items, milestone accomplishments, and performance metrics; track progress against established objectives and assist with the development of corrective actions and mitigation strategies.
  • Assist in the development and maintenance of program plans, schedules, reports, briefing materials, trackers, and other program documentation to support program execution and management oversight.
  • Conduct research, collect and analyze program data, and prepare technical, financial, and administrative documentation to support program planning, decision-making, Program Management Reviews (PMRs), Technical Coordination Meetings (TCMs), and leadership engagements.
  • Prepare executive-level briefings, reports, presentations, correspondence, and status updates for government and contractor leadership.
  • Coordinate activities and information exchanges between government personnel, contractors, and other stakeholders to facilitate effective program execution and communication.
  • Provide Technology Security and Foreign Disclosure (TSFD) support activities, including coordination, documentation tracking, data collection, and administrative support for disclosure reviews and approvals under the guidance of Foreign Disclosure personnel.
  • Support meetings, reviews, conferences, and working groups occurring within CONUS and OCONUS, as required, with travel estimated at 2 trips per year.
  • Support continuous process improvement initiatives and recommend opportunities to enhance program effectiveness and operational efficiency.
  • Perform other duties as assigned.
