About The Position

Goldbelt Professional Services is seeking a Program Analyst II to provide program management and analysis support for the Office of the Director (OD). This position is contingent upon the successful award of a contract currently under bid. Goldbelt Professional Services specializes in providing expert resources for Public Health missions including scientific, technical, and administrative support from junior staff to high-level subject matter experts. Requirements

  • Able to provide consultation, technical assistance, and training on program and project implementation to internal and external groups.

  • Advanced use of Adobe and Microsoft Office Tools (Word, Excel, Access, PowerPoint, Outlook)
  • Bachelor’s degree in Public Health, Health Administration, Communications, or a related field.
  • 1-2 years of relevant experience in program analysis, public health, healthcare, research, or a related field.
  • Previous experience working with the government procedures and guidelines.
  • Ability to obtain and maintain CDC Public Trust Clearance.

Nice To Haves

  • Master’s degree in Public Health, Health Administration, Communications, or a related field.
  • 3-5 years of relevant experience in program analysis, public health, healthcare, research, or a related field.
  • Prior experience working with the CDC is highly desired to understand the culture and environment.

Responsibilities

  • Prioritize and allocate program resources; review and evaluate service delivery; recommend and execute operational changes; work with CDC systems (ICE, IRIS, UTAM, CONCUR).
  • Perform strategic planning and financial analysis, including specialized budgets, technical reviews, carryover requests, and contract modifications.
  • Confer with and represent the program and division in meetings with CDC offices, grantees, and external partners.
  • Monitor day-to-day program operations for policy/procedure adherence and goal achievement; take corrective action as needed.
  • Coordinate contracts and grants management tasks, including de-obligations and IAAs.
  • Perform administrative duties requiring oversight and analysis, including project budget preparation.
  • Maintain records for evaluation, control, and documentation of activities; prepare correspondence and reports.
  • Coordinate pre/post award documentation processing for DHQP contracts, including SOWs, acquisition plans, clearance documents, government cost estimates, and purchase requests.
  • Track and manage DHQP funding, working with Public Health Advisors on resource planning; create and track spend plans.
  • Participate during CDC response activities and training exercises under direction of the DHQP Team Lead; duties include staffing the EOC desk to help support CDC's mission.
