About The Position

The Program Analyst I will provide strategic and technical program support, financial planning and analysis, and program and administrative operations support. This role involves assisting in the planning and execution of S&T initiatives, conducting special studies, coordinating multi-disciplinary teams, and providing recommendations to align programs with Naval needs. The analyst will also support Technology Readiness Assessments (TRA) and Manufacturing Readiness Levels (MRL), and act as a technical liaison with key stakeholders. Financial responsibilities include conducting detailed financial analysis, developing and maintaining fiscal metrics, tracking program performance, and supporting all phases of financial planning and budgeting for S&T fiscal submissions, including the Program Objective Memorandum (POM) process. Administrative duties involve developing and evaluating internal Standard Operating Procedures (SOPs) for audit readiness, tracking and routing data calls and correspondence, and managing administrative functions. Additionally, the role may include managing the Federally Funded Research and Development Center (FFRDC) Sponsor Feedback Process and providing specialized IT & Communication Support as assigned.

Nice To Haves

  • Direct experience supporting ONR, the Naval Research Enterprise, or a similar S&T organization.
  • Familiarity with DoD property accountability regulations and FIAR standards.
  • Demonstrated experience with the DoD/DON budget cycle, including POM development, and familiarity with federal financial regulations (e.g., FMR, FMPM).
  • Proven ability to liaise effectively with senior military, government, and civilian personnel.
  • Proficiency with Navy ERP (or similar financial management systems) and Microsoft Power Apps.

Responsibilities

  • Assist in the planning and execution of S&T initiatives by conducting special studies, coordinating multi-disciplinary teams, and providing recommendations to align programs with Naval needs.
  • Support Technology Readiness Assessments (TRA) and Manufacturing Readiness Levels (MRL), and act as a technical liaison with key stakeholders (PEOs, SYSCOMs, OSD, etc.).
  • Conduct detailed financial analysis, develop and maintain fiscal metrics, and track program performance.
  • Support all phases of financial planning and budgeting for S&T fiscal submissions, including the Program Objective Memorandum (POM) process.
  • Prepare financial summaries, reports, and briefings for data calls, Mid-Year Reviews, and other leadership activities.
  • Provide analytical and administrative support to ensure smooth day-to-day operations.
  • Develop and evaluate internal Standard Operating Procedures (SOPs) for audit readiness.
  • Track and route data calls and correspondence.
  • Manage administrative functions (e.g., timekeeping, travel, training).
  • Manage all aspects of the Federally Funded Research and Development Center (FFRDC) Sponsor Feedback Process, including documenting workflows, maintaining the online system, and reporting on results.
  • Based on specific billet assignment, provide specialized support which may include: designing web page content for Corporate Strategic Communications (CSC); ensuring stakeholder awareness of IT initiatives for Code 53; or serving as the Telecommunications Service Control Officer for Code 53.
