About The Position

The Program Administrator serves as the primary point of contact for grantees, including local governments, nonprofits, and other funded partners, supporting them in the compliant, timely, and impactful delivery of homeownership initiatives. Key programs include: Down Payment Assistance (DPA), Acquire, Renovate, Sell (ARS), Neighborhood Stabilization Program (NSP), Virginia Individual Development Accounts (VIDA), Communities of Opportunity Tax Credit Program (COTCP), and Additional DHCD homeownership and community development initiatives. This position leads program monitoring, quality control, and technical assistance efforts to ensure strong project performance and lasting community benefit. The role also collaborates closely with internal DHCD divisions and external partners to strengthen program alignment, troubleshoot implementation challenges, and advance long term strategic goals.

Requirements

  • Highly skilled in coordinating and promoting program-specific service delivery and in strategically aligning resources with state and federal requirements.
  • Considerably skilled in providing appropriate guidance and support to long-range planning for programs through research, supervision, and liaison activities to assess program performance.
  • Demonstrated skillset in analyzing, applying, and interpreting Federal and State policies.
  • Progressive experience managing payment processing systems, maintaining financial records, and monitoring/reconciling budgets, with responsibility for accuracy, compliance, and reporting.
  • Demonstrated experience in providing consultative services via technical assistance, coaching, and training to internal and external stakeholders via workshops, webinars, or in-person training.
  • Experience in grant program management, including conducting monitoring activities and compliance reviews to ensure adherence to grant requirements and support grant closeout.
  • This position involves frequent travel obligations. Must be able to engage in periodic overnight travel.

Nice To Haves

  • Familiarity with state or federal housing programs, such as Home Investment Partnerships (HOME) Program, Community Development Block Grant (CDBG), or comparable initiative, with demonstrated skill in interpreting and applying regulatory requirements.
  • Experience coordinating with third-party stakeholders throughout the homebuying and closing process.
  • Experience administering homeownership and affordable housing programs, including but not limited to counseling first-time homebuyers, conducting income and asset verification, and performing property inspections.

Responsibilities

  • Administer core homeownership creation programs, including DPA, ARS, and VIDA.
  • Serve as the primary liaison for grantees, providing guidance, support, and oversight.
  • Lead program monitoring, compliance reviews, and quality assurance activities.
  • Develop and deliver training for internal staff and external partners.
  • Collaborate with other DHCD offices and partner agencies to improve program coordination.
  • Support program enhancements through data analysis, stakeholder engagement, and policy interpretation.
  • Contribute to long range planning and strategic program development.
  • Conduct occasional in state travel for site visits, trainings, and partner coordination.
