About The Position

The Program Administrator 1 / Investigative Agent serves as a key administrative and compliance leader responsible for overseeing Unusual and Major Unusual Incident (UI/MUI) operations at the Southwest Ohio Developmental Center. This position ensures that all incident reporting, investigative procedures, safety efforts, and certification/licensure standards are consistently met. The role coordinates communication between management and staff, conducts investigations, monitors safety and environmental conditions, and supports organizational decision-making through reporting, training, and policy implementation. The Program Administrator 1/Investigative Agent also assumes supervisory responsibilities in the absence of the manager and plays a central part in maintaining safe, compliant, and effective service delivery for residents and staff.

Requirements

  • 36 mos. trg. or 36 mos. exp. in business administration, management science or public administration.
  • If assigned to operate vehicles regulated by Section 4506.01 of Revised Code, applicants must also have valid commercial driver's license.
  • Completion of undergraduate core program in business administration, management science or public administration; 12 mos. trg. or 12 mos. exp. in supervisory, administrative &/or managerial position which involved limited research & public contact.
  • If assigned to operate vehicles regulated by Section 4506.01 of Revised Code, applicants must also have valid commercial driver's license.
  • Completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file; 12 mos. trg. or 12 mos. exp. in supervisory, administrative, managerial &/or staff position which involved limited research & public contact.
  • If assigned to operate vehicles regulated by Section 4506.01 of Revised Code, applicants must also have valid commercial driver's license.
  • Equivalent of Minimum Class Qualifications For Employment noted above.
  • Must be willing & able to secure a Driver License OR supply your own transportation.
  • The final candidate selected for the position will be required to undergo a criminal background check.
  • The final applicant selected for this position will be required to submit to urinalysis prior to the appointment to test for illegal drug use.

Responsibilities

  • Manage and oversee all Unusual and Major Unusual Incident processes for the facility.
  • Formulate, implement, and monitor policies and procedures related to safety, UI/MUI, and investigative protocols.
  • Serve as liaison between management and staff, ensuring interpretation and communication of rules, policies, and directives.
  • Conduct investigations involving residents and/or staff, including interviews, evidence collection, documentation, and formal report writing.
  • Submit written reports within required timelines and maintain organized documentation systems.
  • Prepare quarterly, semi‑annual, and annual reports analyzing trends and patterns in incidents.
  • Develop and oversee systems to ensure compliance with state certification/licensure standards related to incident reporting.
  • Collaborate with other facilities to evaluate statewide trends and pattern occurrences.
  • Represent management in meetings and lead staff meetings to disseminate key information.
  • Assume managerial responsibilities when the supervisor is absent and provide recommended courses of action.
  • Conduct on‑site monitoring of programs to ensure safe environmental and operational conditions for residents and staff.
  • Prepare and submit summaries of monitoring observations.
  • Monitor resident and staff activities for compliance with certification/licensure standards.
  • Conduct routine reviews of resident program and medical charts.
  • Support departments during emergencies and deliver special programs (e.g., incident prevention training).
  • Participate in planning sessions, supervisory meetings, and required training programs.
  • Attend committee and executive staff meetings as needed (e.g., HRC, Executive Staff).
  • Provide information to external entities such as the State Highway Patrol.
  • Perform additional related duties as assigned.
