About The Position

The City of Oceanside is currently accepting applications to fill one (1) vacancy for a part-time, hourly Professional Assistant in the Public Works Department. The Professional Assistant issues citations for parking meter and permit parking violations, parking in restricted time zones, handicap parking violations and vehicles parked in an unsafe manner, such as blocking driveways, fire lanes, or double parking; marks vehicles parked in time zones; cite vehicles exceeding time limits; responds to citizen complaints concerning abandoned or public nuisance vehicles; locates abandoned vehicles and identifies registered and legal owners; contacts owners in-person or by phone to notify them of violation and explains rules and procedures; maintains a log of activities; interprets and explains parking rules and regulations; prepares brief reports of incidents; makes court appearances when necessary; follows street sweeper and issues citations; maintains effective public relations with merchants and general public; provides directions and information to the public; and performs related duties as assigned. This position is a temporary, hourly, extra-help position which does not include leave or medical benefits and will not exceed 999 hours in a fiscal year. THIS POSITION MAY REQUIRE WORKING EVENING, WEEKEND AND/OR HOLIDAY HOURS. Examples of duties performed by employees in this class may not include all required duties, nor are all listed tasks necessarily performed by everyone in this class. Analyzes and defines objectives and strategies that are department specific; investigates and conducts research; prepares recommendations and proposes responses; advises supervisors on administrative matters within the City; assists in the development of policies and practices; provides project management assistance; makes recommendations for new or modified programs to reduce departmental costs and improve services; plans and schedules meetings and conferences; prepares agendas and related documentation; coordinates work with divisions, agencies, City staff, and the public; prepares materials for meetings; and performs other related duties as assigned.

Requirements

  • Two years of public sector experience
  • Experience using multi-line phone systems
  • One year customer service experience
  • A bachelor's degree or higher in public administration, business administration, or a closely related field
  • A current, valid, California driver's license with a satisfactory driving record
  • Knowledge of principles and practices of public administration
  • Knowledge of supervisory principles and practices
  • Knowledge of public relations principles and practices
  • Knowledge of operational characteristics of parking enforcement equipment and tools
  • Knowledge of principles and techniques of customer service and public relations
  • Knowledge of occupational hazards and standard safety practices
  • Ability to establish and maintain effective working relationships with other employees, City officials, outside agencies, and the general public
  • Ability to communicate effectively both verbally and in writing
  • Ability to perform research queries
  • Ability to respond to requests and inquiries from the general public
  • Ability to maintain courtesy and tact in stressful or emergency situations
  • Ability to learn standard operational procedures and traffic codes
  • Ability to use and operate motorized vehicles and equipment relative to parking enforcement
  • Ability to learn to interpret, explain and enforce parking regulations, laws, and ordinances
  • Ability to learn City geography and landmark locations
  • Ability to learn pertinent local laws, codes, and regulations
  • Ability to prepare clear and concise reports
  • Ability to maintain accurate records and files
  • Ability to work independently in the absence of supervision
  • Ability to understand and follow oral and written instructions
  • Ability to establish and maintain effective working relationships with those contacted in the course of work
  • Must submit a completed City of Oceanside online application, supplemental questionnaire
  • Must successfully pass a police background reference check which includes a polygraphy test, fingerprinting and a pre-employment medical examination
  • A drug screening may be required
