About The Position

This position involves tracking and reporting on the progress of department programs in meeting monthly performance and production goals. You'll gather, analyze data, create reports and presentations related to the department’s performance goals. This role enhances decision-making and accountability through the development of performance dashboards, forecasting tools, and monthly performance reports, while also promoting efficiency in production management processes. Additionally, the position supports workforce development by assisting in the creation of training tools for new staff, ensuring consistent application of procedures and continuous improvement within the agency’s production and budgeting operations.

Requirements

  • Knowledge of technical terms and concepts in the field of transportation.
  • Knowledge and understanding of project development, production and operations processes and schedules.
  • Knowledge of the Department's Financial Management, Project Scheduling and Management, Work Program administration and AASHTOWare systems.
  • Ability to work and coordinate productively and professionally with other staff and offices.
  • Ability to research, analyze, interpret and provide data from various Department programs.
  • Ability to create, manage, and update complex Excel spreadsheets, Microsoft Word, PowerPoint, and Pivot Tables.
  • Knowledge of Power BI dashboards.
  • Ability to be proactive and work independently.
  • Ability to analyze and interpret work program data.
  • Six years of professional work experience in finance, financial analysis, economics, public administration, business administration, policy analysis, financial modeling, accounting, statistics, transportation or work program development.
  • Post-secondary education may substitute on a year-for-year basis for the required experience.

Responsibilities

  • Work with the District and Central Office work units as needed to update, report and verify the monthly accomplishments of both performance and production of the adopted plan for the various Department programs, and other special programs as requested.
  • Track monthly updates of both performance and production against the adopted plan.
  • Record updates monthly and upload to the Performance Report SharePoint site.
  • Serve as a subject matter expert in performance/production management, advising the districts or central office staff on and trouble­ shooting issues that arise.
  • Provide related reports, updates, or expert advice as requested.
  • Assemble and cleanse data to meet the requirements for performance and production reporting.
  • Independently provides and analyzes data in preparation of the monthly Performance Report for the Manager of Production Management for the Executive Board.
  • Analyze historical, current, or future performance of production data in response to various requests both internal and external.
  • Identify trends and characterize results.
  • Prepare charts, graphs, PowerPoint presentations, tables, etc. to display and convey data or information.
  • Perform the monthly presentation in the Manager's absence.
  • Coordinate and verify the development of the Lockdown Plan for Construction Contracts, Consultant Acquisitions, Local Agency Programs (LAP), Maintenance Contracts, etc. that comprise the July 1 Adopted Work Program for that fiscal year (the adopted plan).
  • Perform independently as a backup, as needed, in the monthly coordination of construction plan's processing in Central Office from receiving Plans, Specifications and Estimates (PS&E) packages to the contract advertisement.
  • Stay abreast of current department office and mainframe computer systems and reports that support and verify the Production Management Office duties and responsibilities.
  • Maintains the Production Management SharePoint site and supporting file databases.
  • Coordinate and accumulate planned and actual data from key functional areas.
  • Develop and/or analyze data validity and reliability.
  • Develop standard reports for forecasting and ad hoc reports.
  • Prepare reports and presentations in support of decision making.
  • Assist units in development of training tools for incoming staff to improve speed of full deployment of human resources.
