About The Position

The Product Manager leads the development and evolution of product vision and roadmaps for Medicaid and CHIP IT initiatives, ensuring alignment with agency priorities and enterprise technology standards. This role provides strategic guidance on system capabilities and policy interpretation, and business analysis working closely with business stakeholders and IT vendors to ensure solutions meet program objectives and contractual requirements. The Product Manager is accountable for establishing and maintaining program-level roadmaps and overseeing the development and refinement of product backlogs. This includes driving alignment across stakeholders, supporting continuous discovery, and ensuring readiness for quarterly planning activities. The Product Manager collaborates with product leadership and delivery teams to define solution direction, validate approaches, and ensure that backlog priorities reflect business needs and strategic outcomes. The role reviews complex deliverables, provides actionable feedback, and ensures consistency and quality across products. The Product Manager also prepares and delivers clear communications and reporting on roadmap progress and priorities to stakeholders, including executive leadership. This position operates with minimal supervision and requires strong strategic thinking, leadership, and independent judgment.

Requirements

  • Advanced knowledge of multiple computer-based systems, information technology management, and systems development methodologies including programming languages, systems analysis, and system testing.
  • Knowledge of computer hardware and software
  • Knowledge of computer operating systems
  • Knowledge of the capabilities and limitations of computer systems and of the techniques used in automated systems
  • Knowledge of the Medicaid and/or CHIP Program and Policy.

  • Experience working with Texas Medicaid/CHIP programs required.
  • Four (4) or more years of experience is required in the areas of customer relationship, product management, product development, product ownership, project management, leading technical initiatives, systems analysis, business analysis, policy analysis, program support, business process analysis, or legislative bill analysis.
  • Must be willing to work onsite at an Austin, TX HHS office three (3), or more, days per week.

Nice To Haves

  • Scaled Agile Framework (SAFe) Product Owner Product Manager (POPM) Certification preferred
  • A minimum of 2 years equivalent (60 credit hours) from an accredited college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or another business or IT related field is preferred. Work experience in business, communications, computer science, computer information systems, management information systems, or another business or IT related field can be substituted for education on a year-for-year basis.
  • Prior experience working with external vendors preferred.
  • Prior experience with Agile principles preferred.

Responsibilities

  • Collaborates and facilitates delivery activities to support the PI objectives, to include coordination with all appropriate HHSC stakeholders. This includes planning, tracking, and supporting all Sprint ceremonies, identification, facilitation, and coordination with impacted stakeholders and other IT teams or vendors, risk/issue identification, Feature Decomposition and Model Storm, engage in prototype conversation and implementation of MVP, and cross-team coordination.
  • Analyzes, documents and reports on the IT component of product backlogs with emphasis on quality delivery. This includes documentation of risk factors, dependencies, enablers and monitoring of the associated mitigation strategies. Provides status updates on the delivery activities and responds to questions from management.
  • Coordinates with Agile delivery teams to provide necessary input to help refine stories as necessary, to provide technical feedback, to include necessary impacted stakeholders, to coordinate with other enabler teams, and facilitate requests of other IT application or infrastructure teams.
