Keysight Technologies, Inc.•Santa Rosa, CA

About The Position

The Product Engineering Manager leads PMTC’s Product Engineering team at Keysight’s headquarters in Santa Rosa, California. The team’s Product Engineers each own a mechanical product family end-to-end, and the manager is accountable for product-level yield, product quality, and customer support across PMTC. The role calls for a hands-on leader who sets direction, develops people, drives results, communicates clearly, and works effectively with product lines, operations, process engineering, and cross-functional engineering teams. The manager facilitates technical discussions, resolves competing priorities, exercises sound judgment, and manages multiple demands in a fast-paced environment. The Precision Meso-scale Technology Center (PMTC) provides high-precision mechanical solutions for Keysight’s RF, microwave, mmWave, and 5G/6G solutions. Its products serve industries including AI infrastructure, communications, aerospace and defense, automotive and energy, and semiconductor measurement equipment. The manager hires and develops Product Engineers, establishes team responsibilities and NPI-to-production handoff criteria, and leads performance against yield and quality targets. The role ensures product conformance and consistent quality governance, serves as an escalation point for product lines and R&D, coordinates priorities across partner functions, builds product-family expertise, supports production OSP qualification, and provides DFM and inspectability feedback to R&D. The position requires access to items subject to U.S. export control laws and regulations. Visa sponsorship is not available.

Requirements

  • Bachelor’s degree in Mechanical, Manufacturing, Materials, or Industrial Engineering, or equivalent experience.
  • At least 8 years of experience in precision machining or precision mechanical component manufacturing in a product, quality, manufacturing, or sustaining engineering role.
  • At least 3 years leading engineers or technical teams.
  • Proven ability to hire, develop, and retain engineers, set priorities, and hold a team accountable for results.
  • Working command of GD&T and knowledge of measuring machined features using CMM, optical measurement, and surface profilometry; ability to assess whether an inspection plan can verify drawing requirements.
  • Hands-on experience with structured problem-solving methods, including 8D, RCCA, DMAIC, and FMEA.
  • Comfort using yield and SPC data in Excel, Power BI, Minitab, or JMP to set priorities.
  • Customer-facing communication experience, including presenting quality events, root cause, and recovery plans to customers, program managers, or senior leaders.
  • Ownership mindset and ability to drive issues across functions to closure.
  • Must meet applicable U.S. export-control access authorization requirements; employment for non-U.S. persons is contingent on obtaining any required government authorizations.
  • Visa sponsorship is not available for this position.

Responsibilities

  • Hire, coach, and develop Product Engineers; set goals and performance expectations, and assign product families based on volume, complexity, and yield risk.
  • Define Product Engineering’s working relationship with Process Engineering and Integration Engineering, including ownership boundaries, NPI-to-production handoff exit criteria, and escalation paths.
  • Own yield and cost-of-poor-quality targets across product families, including first-pass yield, scrap, rework, and cost of poor quality.
  • Review top losses with the team and ensure cross-process root-cause corrective action is led to closure when failures span multiple process blocks.
  • Ensure products conform to drawings, GD&T, and customer intent, including consistent NCM/MRB disposition, CAR/CAPA closure, ER/waiver and deviation governance, and SPC on critical-to-quality features with Process Engineering.
  • Serve as the escalation point for Keysight product lines and R&D on quality events, recovery plans, and delivery risk.
  • Ensure Product Engineers give early, factual notice when yield or quality may affect delivery.
  • Partner with operations, Process Engineering, Integration Engineering, and metrology to prioritize competing demands and balance yield recovery, delivery, and cost.
  • Build product-family knowledge and capability, including critical features, failure modes, approved waivers, and lessons learned; set the standard for production OSP qualification.
  • Provide DFM and inspectability feedback to Keysight R&D on new drawings and revision changes.
  • Report team results and risks to PMTC leadership.
