About The Position

The Department of Administrative Services’ State Purchasing Bureau (SPB) is looking for a friendly, capable and resourceful Procurement Specialist to join our team. As a Procurement Specialist, you will be a vital contributor to the procurement team as you process requests from other agencies and assist the Procurement Contracts Officers in acquiring goods (ex. pheasants) and services (ex. custom software solutions) for the State of Nebraska. On a daily basis, you will be asked to process requisitions, help post solicitations to the website for bidders to see, post contract documents to the website, assist with managing mail, email, and customer inquiries, prepare announcements, letters, and other documents, and so much more. Teamwork, prioritization and organization skills, attention to detail, and a great attitude are essential traits for success in this job. Experience with procurement, Word, Excel, Dreamweaver, Enterprise One, and other computer programs is helpful, but not necessary if you have a willingness to learn and a positive outlook!

Requirements

  • Associate degree in public or business administration, accounting, or any discipline related to the work assigned.
  • One year of experience in administrative, business management or technical support work including collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes.
  • Experience may substitute for education on a year-for-year basis.
  • Regular and Reliable attendance is required.
  • Knowledge of: administrative and office processes and procedures and associated computer applications such as word processing, file management, record keeping, and database management; customer service processes and principles; State purchasing regulations, methods, procedures, and business practices to make purchases involving specialized requirements; solicitation or procurement methods; price analysis techniques; various procurement clauses; post award procedures.
  • Skill in: active listening; asking questions; understanding instructions; using word processing; creating spreadsheets, charts, graphs, and reports; time management; analyzing product and service descriptions that have unique aspects and many critical characteristics; problem solving; maintaining effective working relationships with internal and external entities; researching and evaluating products, services, productivity and processes; attention to detail; writing bid specifications/service contracts.
  • Ability to: formulate and recommend alternative courses of action; communicate and exchange information and ideas with others; interpret and apply policies, procedures, and regulations; create charts, graphs, and/or reports using word processing or other computer applications; summarize technical data and results of research into reports; track and monitor information; retrieve information from a variety of sources; coordinate resources and people; maintain confidential records; communicate effectively; work independently; prioritize work assignments.

Responsibilities

  • Post all procurement activity for the entire enterprise to the department website.
  • Receive and vet all incoming requisitions from sister agencies that are processed through SPB for compliance.
  • Process contract quantity increase requests within EnterpriseOne.
  • Serve as Second Level Help Desk Analyst for the Procurement Modules within EnterpriseOne.
  • Administer all procurements processed through SPB valued under $50,000.
  • Work directly with awarded vendors to process Vendor Applications.
  • Generate and/or compile reports used in making decisions on workload, workflow, and processes.
  • Act as a liaison between the Division and other agencies and/or vendors for all procurements.
  • Create and/or maintain standard operating procedures and/or manuals.
  • All other duties assigned within the scope of the classification.
