About The Position

The APEX Procurement Specialist is a part-time, remote negotiable position serving as a resource for Native/tribally owned businesses seeking procurement technical assistance. Preference will be given to candidates living in or near Western Montana. This position supports the APEX program’s goals to recruit eligible clients, provide direct technical assistance, and deliver or support training related to government contracting. The incumbent is expected to work independently with limited supervision while remaining accountable for achieving program goals and maintaining compliance with cooperative agreement requirements. Performance aligns with guidelines established under the Department of War OSB Cooperative Agreement and applicable program requirements.

Requirements

  • Significant experience in government contracting, procurement, business development, or related field is strongly preferred.
  • Bachelor’s degree in business or related field OR equivalent combination of education and relevant experience (minimum 3+ years).
  • Strong working knowledge of federal, state, local, and tribal contracting processes.
  • Excellent written and verbal communication skills.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to work independently in a remote environment with minimal supervision.
  • Proficiency in Microsoft Office and standard business tools.

  • Familiarity with federal procurement systems and databases.

Responsibilities

  • Provide one-on-one counseling and technical assistance to clients regarding marketing products and services to federal, state, local, and tribal governments, identifying procurement opportunities aligned with client capabilities, registration and certification processes (e.g., SAM.gov), bid and proposal preparation, post-award contract support, and subcontracting opportunities.
  • Advise clients on government contracting laws, regulations, and procedures, federal procurement systems, tools, and databases, compliance requirements including cyber security and reporting, and contracting programs such as SBIR/STTR and mentor-protégé programs.
  • Monitor client progress, maintain accurate records, and ensure reporting requirements are met.
  • Conduct outreach to recruit new clients across the assigned region.
  • Participate in training events, conferences, and workshops (virtually and occasionally in-person).
  • Develop and maintain relationships with government agencies and prime contractors.
  • Support program visibility through social media and community engagement.
  • Maintain accurate records of all client interactions in the Client Management System.
  • Keep current with changes in procurement laws and regulations (FARS, DFARS, etc.).
  • Prepare required reports and documentation.
  • Participate in staff meetings and program planning sessions.
  • Support continuous improvement and program compliance.
